Biography

Was born in the city of Orsk of the Orenburg region.

After leaving school studied in professional school No. 46 of the city of Orenburg as "an assembler of the radio-electronic equipment and devices".

In 1987-1989 served in AF of the USSR.

Graduated from the Orenburg polytechnical institute, faculty "Industrial Electronics", and the Russian academy of public service under the President of the Russian Federation in "The public and municipal administration".

Career

In 1992 became one of founders of Kominkom company which CEO and the chairman of the board he was from 1994 to 2003.

January – May, 2012 – the adviser to the Minister of Economic Development of the Russian Federation.

On June 7, 2012 it is appointed and as of January 18, 2013 holds a position of the minister of the government of the Moscow region of shared-equity housing construction, the shabby and hazardous dwelling.

Political activity

From 1998 to 2002 - the deputy of Legislative Assembly of the Orenburg region of the II convocation.

Along with 2000 for 2003 - the deputy of the Orenburg city council.

In 2002 it is elected the deputy of Legislative Assembly of the Orenburg region of the III convocation.

2003 – 2011 – the deputy of the State Duma of Federal Assembly of the Russian Federation of IV and V convocations, the vice-chairman of the State Duma Budget and Taxes Committee, the chairman of subcommittee on customs regulation of the State Duma Budget and Taxes Committee.

Is a part of Government Housing Commission, is a member of the interdepartmental working group on the priority national project "Affordable and Comfortable Housing — to Citizens of Russia" at Council under the President of the Russian Federation for implementation of priority national projects and population policy.

The member of general council of political party "United Russia", the project manager of a batch United Russia on development of low housing construction "The house".

In 1996 based on social work the Orenburg City Council gives the rank "Person of Year of the City of Orenburg".

In 1997 the Ministry of national education of Russia for successful performance in the social sphere gives the rank "Excellent Student of Formation of Russia".

In 2002 for active charity the rank "Honourable Patron of the City of Orenburg" is given.

In 2006 Parliament of Russia is awarded with a distinction. "For active participation in legislative activity" it is thanked officially the Russian President (The decree of October 18, 2007).

"For special merits and a significant personal deposit in development of the legislation of the Russian Federation and parliamentarism in the Russian Federation" it is thanked officially the Chairman of the State Duma of the Federal Assembly of the Russian Federation B.V. Gryzlov.

The decision of Council of the State Duma of July 2, 2009 for a substantial contribution to development of the legislation of the Russian Federation and parliamentarism to the Russian Federation it is awarded with the Certificate of honor of the State Duma of Federal Assembly of the Russian Federation

The solution of dissertation council of regional public institution of March 5, 2005 appropriates an academic degree of Candidate of Economic Sciences.

The wife – Kogan Marina Ivanovna was born 3/14/1972, works in Kominkom Company LLC.

• Rolling the daughter, was born on November 18, 1990 in Orenburg.

The daughter is Masha, was born on August 18, 2000 in Orenburg.

The father is Kogan Boris Zinovyevich, the Russian was born in 1936 in Kurgansk. Died on April 25, 2001.

Mother is Kogan Albina Pavlovna, was born in 1940 in the village of Byankino, the Nerchinsk district, the Chita region, the Russian, lives in Orenburg.
