Biography

Konstantin was born on November 14, 1961 in the city of Sverdlovsk.

In 1983 he was educated at the Ural State University named after A.M. Gorky.

In 1986 he completed his postgraduate studies at USU.

In 1987 he defended his thesis. Candidate of Physical and Mathematical Sciences.

In 1986 he worked as an employee of the IT division of USU, director of the Ural Regional Center for Informatization.

Since 1996, he was the head of the Internet Center within the framework of the Internet program of the Open Society Institute (Soros Foundation).

In 2004, he received the position of Deputy General Director at Korus AKS. He worked until 2012.

In 2012 and until 2013 he was Vice-Rector for Information Technology of the Ural State University of Economics.

In 2014, he became Vice-Rector for Information Technology of the North Caucasus Federal University.

From 2014 to 2019 Konstantin Eduardovich Lovtsky worked as Vice-Rector for Information Technology of SKFU.

Since 2020, he became technical director at UTSB LLC.
