Biography

Konstantin Voloshin was born in 1974 in Vladivostok.

He graduated from Far Eastern State University, a joint Russian-American faculty of international relations and management with a degree in economics with knowledge of English.

He began his career in the telecommunications industry in 1996 as an engineer in the marketing department of ElektroSvyaz in the Primorsky Territory.

From 2001 to 2005, he was the director of economics and finance at that time Dalsvyaz, and from 2006 to 2007 he headed Akos, Dalsyaz's cellular asset. The operator reported that during this time the company's revenue increased by 54%, reaching 627.2 million rubles in 2006, and the subscriber base increased to 191,827 subscribers, an increase of 88.9%.

2007: Work at Rostelecom

From 2007 to 2012, he headed the SakhaTelecom branch of Rostelecom. The company said that under the leadership of Konstantin Voloshin, Sakhatelecom strengthened its leadership in the telecommunications market in Yakutia and demonstrated "high business efficiency."

SakhaTelecom achieved special success in the direction of introducing new services: the launch of broadband Internet access using GPON and Ethernet technologies and digital television services. During the leadership of the Voloshyn, about 4 billion rubles were invested in the development of the telecommunications industry of the republic, according to Rostelecom.

Since August 2015, he served as the head of the Sakhalin branch of Rostelecom.

2020: Minister of Digital Development and Communications of Primorye

On April 20, 2020, the Governor of Primorsky Krai Oleg Kozhemyako at a weekly glider meeting with the executive authorities of the region introduced the Acting Deputy Prime Minister of Primorsky Krai - Minister of Digital Development and Communications.
