Biography
The USSR in 1973 was born in the city of Zaporizhia Ukrainian.
Graduated from Military and Air engineering academy of the prof. N.E. Zhukovsky in 1995 as a radio engineer-researcher.
From 1995 to 1997 the junior researcher of Central Research Institute Ministry of Defence of the Russian Federation.
1997: Chief information officer of the Tyumen region
From 1997 to 2001 worked in administration of the Tyumen region. Held at first a position of the Chairman of the Committee of communication and informatization, and then a post of the director of the department of information and the regional relations.
2001: Director of external relations Gascom
From 2001 to 2004 took positions of the director of external relations, deputy commercial director, advisor to director general for work with federal and regional authorities and also large corporate clients in Gascom company (nowadays Gazprom space systems).
2004: The head of department in Rosokhrankultura
Since 2004 worked as the head of department of licensing of Rosokhrankultura. Headed management of allowing work in the field of mass communications of Rossvyazyokhrankultura, the Rosvyazkomnadzor and Roskomnadzor respectively later.
2012: Deputy administrator of Roskomnadzor
According to the order Ministry of Telecom and Mass Communications Russia held a position of the deputy manager Roskomnadzor on July 9, 2012.
2015: The facts opened by hackers about a labor activity of Ksenzov
On March 31, 2015 grouping of hackers "Anonymous International" laid out the archive containing about 40 thousand SMS messages in network. They were extorted, presumably, from the mobile phone of Timur Prokopenko supervising from fall of 2012 to winter of the 2014th year in Presidential Administration the Internet and afterwards appointed responsible for federal elections. The beginning of archive correspondence is dated in the summer of the 2011th, the end - October of the 2014th.
Correspondence contained the facts connected with Prokopenko's career — from the moment of his activity as the activist and the leader of the movement "Young Guard" prior to post occupation in Presidential Administration.
The Meduza edition studied correspondence and published a fragment of expected correspondence of Timur Prokopenko and Maxim Ksenzov[1]about.
The previous archive of "Anonymous International" told[2] about frequent communication of the deputy manager of Roskomnadzor Maxim Ksenzov with Presidential Administration also[3]. In particular, from its messages it became clear that they jointly decided how to react to actions of the oppositionist Alexei Navalny).
New correspondence confirms this fact. According to it, Ksenzov consulted on Prokopenko even on the most insignificant blocking. For example, officials talked about a false interview of the astrologer Pavel Globy on the website Klyros much. At the same time Ksenzov and Prokopenko decided how in "the relation of live article" the prosecutor's office should react. Ksenzov was interested whether someone can call with this question to the deputy the Prosecutor General Victoria Grinya as under the law the State Office of Public Prosecutor should find "the extremist websites" and send decisions on blocking to Roskomnadzor.
The long discussion between officials took place in connection with the publication of BBC devoted to a march for "federalization of Siberia". Ksenzov noted that "people from the island became boorish" — and that it has all bases to block BBC. Prokopenko, however, reminded it that "there Russia Today can suffer". As a result Roskomnadzor did not touch BBC.
Ksenzov also complained Prokopenko of the oppositionist Vladimir Milov who wrote about it an offensive tweet. "It is simple to otkherachit? (("— the official asked what Prokopenko answered: "normal shit in their style, about my chief every day 20 such posts".
2016: Deputy CEO of NMG and board member of AKTR
The former deputy head of Roskomnadzor Maxim Ksenzov became the deputy CEO of National Media Group holding (NMG) and also joined the board of Association of cable television Russia (AKTP).

The Deputy Minister of Culture on digitalization
The ex-deputy head of Roskomnadzor Maxim Ksenzov is appointed the Deputy Minister of Culture of the Russian Federation. About it is declared at the disposal of the government, published on April 2.
On the held post Ksenzov will supervise activity of department of information and digital development and also department of cinematography, the Ministry of Culture reports. At the same time the director of the department of information and digital development Vadim Vankov will reserve the place, his deputy Anna Usacheva reported TAdviser.

2021: Leaving from a position of the Deputy Minister of Culture
In January, 2021 Maxim Ksenzov left a post of the Deputy Minister of Culture. According to RIA Novosti, it occurred in connection with reduction of his position[5]. Earlier it became known that number of Deputy Ministers of Culture of the Russian Federation since January 1, 2021 will reduce from six to four.
The deputy minister Olga Yarilova will supervise the direction of information and digital development instead of Maxim Ksenzov.
Income
In 2014 Ksenzov earned 2.09 million rubles, his wife – 4.83 million rubles. In 2013 these digits were identical.
