2024: Arrest in case of issuance of fake disability certificates

On January 29, 2024, the Sovetsky District Court of Makhachkala announced the arrest of the chief physician of the Dagestan polyclinic as part of an investigation into the bribery case. The woman is suspected of issuing fictitious disability certificates for money.

It is reported that the head physician of one of the city polyclinics and other persons created an organized criminal group to receive bribes from citizens for drawing up and subsequent sending documents to the main bureau of medical and social expertise (ITU) of the Republic of Dagestan under the Ministry of Labor of Russia. These linden certificates were used for the initial registration or extension of existing disabilities. The decision to arrest a woman was made under paragraphs "a, c" part 5 of Art. 290 of the Criminal Code of the Russian Federation - receiving a bribe by prior conspiracy or an organized group on a large scale.

According to Mash Gor, we are talking about the head of the polyclinic No. 9 of Makhachkala Svetlana Kurbanova. She intimidated the employees of the medical institution that they would allegedly be listened to if they did not obey her requirements, they would be punished by her acquaintances from the FSB and the Ministry of Internal Affairs. Doctors were afraid to go to each other's office so that they would not be suspected of anything, the Telegram channel reports.

By a court decree of January 29, 2024, the suspect was elected a preventive measure in the form of detention for a period of 2 months, until March 25, 2024, the court ruling says.

It is noted that the second department for the investigation of especially important cases of the Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Dagestan has opened a criminal case against two more doctors of the Makhachkala clinic. According to the investigation, from December 2023 to January 25, 2024, the suspects received large-scale bribes in the total amount of 190 thousand rubles for drawing up fictitious documents. As of the beginning of February 2024, investigative actions are being carried out in a criminal case aimed at consolidating the evidence base.

In 2018, the former head of the republican bureau of ITU Magomed Makhachev was detained. According to the investigation, he was one of the creators of the criminal community, which was engaged in a large-scale documentary "disability" of citizens for remuneration.[1]
