Need to manage a large number of documents arises for many reasons. What factors stimulate development of technologies of electronic control by documentation in you?[1]
Pavel Litvinov: If to speak about document flow of core business, then the companies of a medical segment traditionally deal with a large number of documents. The feature is that often medical documents contain data of personal character: symptoms, diagnoses, results of researches and so forth. I think, there will be a little people, persons interested that similar information on their health became public. All this dictates the requirements to collecting, storage and the movement of such data. On the other hand, in the conditions of mobility of modern society this information can gather in the different points which are often geographically distributed through the whole country and even over the different countries. There is a need of its generalization that the person responsible, say, for treatment, received the most complete story about the patient.
In many countries are created centralized – often at the state level – storages of medical data that means the organization of intercorporate exchange of them. A problem not from simple.

Analysis results, executed in our laboratory, naturally, are made out in a document type. The document most often is understood as the instructions issued in the form of the written text and receiving a certain legal importance, orders or instructions. Perhaps, therefore problems of document flow often carry absolutely to other class, than tasks of management of structured data.
We have a situation not such at all. In our case the document is saturated a set of numerical data, and its essence actually consists only in giving to these data of a certain officially status. Therefore for us competent work with documents is inseparable from the operations performed in the field of numerical electronic data.
In general Invitro as the company working in a zone of laboratory diagnostics operates with a huge number of the researches given about results. In a year through it through the whole country there pass more than 3 million patients, and the list of the executed researches passed for one thousand for a long time. Certainly, at such number of diverse information tools both storages, and hands-off processing are necessary. At information processing we use a number of the professional solutions directed to minimization of a human factor: the majority of the devices executing researches exchanges data with a laboratory information system automatically, also results of researches automatically form. We use the multistage automated control of the received results. Nevertheless in a number of researches (for example, for HIV) behind machine the person still checks – in medicine the price of an error can be huge. Respectively all this work allows to speak about high quality of the electronic documentation generated in the company.
What information products, adjacent to document management systems, are most demanded in the activity characterized by use of a significant amount of documentation?
At the large volume of documents, certainly, an important role is played by line processing. As one of such examples means of the automated collecting and preprocessing of information, including the system of mass scanning absolutely fairly can act. But just to scan the document is still half-affairs, it is enough only for the organization of normal archive. In the conditions of the amplifying competition where information plays more and more important role, it is important to business to use even more effectively the data which are contained in these documents. And here without modern means of recognition of data not to manage. Unfortunately, now there are a little technologies allowing, for example, it is good to recognize the handwritten text. This information is necessary take, for example, a registration in the passport – not only to the medical companies, but to automatically recognize it extremely difficult.
Whether any development of qualifiers, standards of the description, storage, representation or exchange of documentary information in your industry is necessary?
Unfortunately, information exchange with other medical organizations has single examples so far. Its wide circulation is complicated by specifics of information – it is very personal. On the other hand, the number of medical institutions in Russia is calculated by tens of thousands, and all of them anyway contact to the patient, collect medical data. The regulator at the state level regulating document flow is necessary. We speak about need to stir up activity of regulators in the context of the solution of those other problems of electronic document management quite often, however in our case the task has obviously industry, medical aspect, and such tasks are set much less often so far.
What initiatives at the state level need to be undertaken for mass transition to technologies of electronic exchange of documentation? Whether the technologies in the necessary direction can develop the separate organizations already now?
Here I would select a problem of creation of nation-wide storage of electronic medical records. It is very major problem. And in spite of the fact that initially it is solved at the state level, there will obviously be enough work and to business companies. Now in Russia works in this direction, but before commercial operation are conducted, unfortunately, case did not reach yet.
The problem of selection directly from a large number of documentary information of the factual data applied in management in statistic reports and so forth is how relevant? Whether such problem technology is solved?
Certainly, task extremely important. It, perhaps, is also not so difficult for us as a large number of documents in our business as I already told, is very closely connected with an opportunity to obtain high-quality numerical data as a result of work of other information and managing systems. And these data which is saved already up much, we certainly analyze.
Though anyway it is hardly possible to provide the successful company which is not paying much attention to information processing presently. The analysis of such information helps to have the finger on the pulse, reacting to changes of the external environment – preferences of clients, an economic situation, social demographic factors, etc. There are many means of processing of large volumes of statistical information - it is both tools of the class Data mining, and predictive analytics, and different methods of statistical analysis. That to select from all this – depends on the strategy of the organization more. Here it is only necessary to understand that even normal storage and information exchange require finance costs, often very notable. Processing of information increases these costs repeatedly.
