2025: Sentence - 8.5 years in a maximum security colony for bribes
Former head of military acceptance No. 5029 of OJSC Perm Telta Telephone Plant Andrei Lukin was sentenced to 8.5 years in a maximum security colony and a fine of ₽13,76 million for taking a bribe. The decision was made on March 5, 2025, according to Properm.
According to RBC, in addition to imprisonment and a fine, Andrei Lukin was deprived of the rank of "reserve lieutenant colonel." The court also banned him from holding senior positions for seven years. According to the court decision, the convict must reimburse the state for ₽6,88 million - the full amount of the bribe received.
A day earlier, the state prosecution in the person of prosecutor Alexander Sladkov offered a more severe punishment - to sentence Lukin to nine years in a maximum security colony and a fine of ₽34,4 million, qualifying the crime as a bribe under Part 6 of Art. 290 of the Criminal Code with the deprivation of the rank of "reserve lieutenant colonel."
According to the materials of the case, the former head of the military acceptance was charged with receiving a bribe in the amount of ₽6,8 million from the general director of Perm Telephone Plant Telta JSC Alexei Vysokov and the accountant of the enterprise Elena Grishina. According to and FSB , Investigative Committee Russia Lukin demanded money from top managers for general patronage.
Bribes have been paid since 2016, when the amount amounted to ₽600 thousand, then in 2017 - ₽1 million, followed by an increase in the amount of illegal remuneration. In 2022, the required amount reached ₽1,3 million, and in 2023 - ₽1,5 million. At the same time, the official income of the lieutenant colonel of the FSO reserve in the period from 2018 to 2023 amounted to ₽9,2 million.
During the trial, Andrei Lukin pleaded not guilty to receiving a bribe. According to him, the money was indeed received, but not for patronage in the development, testing and production of secret subscriber equipment, but for the purpose of personal enrichment, which, however, did not change the qualification of the crime.[1]
