2026: The management of the telephone plant tried to justify the theft by buying a machine to the state order

At the end of January 2026, details of the fraud case during the fulfillment of the state defense order by the Perm Telta telephone plant became known. We are talking about embezzlement of budget funds in the amount of 33 million rubles.

The defendants in the case are the founder of Telta, the Igor Morozov former director of the enterprise Alexey Vysokov and chief accountant Elena Grishina. As part of the state contract, the plant from the end of April to the end of November 2015 manufactured field phones for needs. Ministry of Defence Russia At the same time, according to the investigation, the named persons provided false data on the cost of components, which caused damage to the state on an especially large scale. The management of the Telta plant explained the theft by buying equipment for state orders

According to RIA Novosti, Vysokov and Grishina stated during the hearings that two months after the start of work on the state contract, an additional machine was purchased to manufacture the necessary parts. Therefore, according to the defendants, there was no need to install "Chinese gears, a gear sector and other elements" in telephones. Moreover, it is alleged that the first batch of parts from China arrived at the plant in late July 2015. Thus, before that (from the date of the start of the contract in April), components of their own production were deliberately used.

It is also emphasized that the parts received from the PRC turned out to be defective, and therefore could not be used in the manufacture of phones. Plus, Telta allegedly has its own production facilities for the production of 2300 such components per month, and the state contract, which involved the supply of 7 thousand phones, was executed for more than seven months. In general, according to the defendants, the fact of purchasing an additional machine and the impossibility of using Chinese components indicate that there was no intention to steal funds.[1]

2025

The verdict to the founder Igor Morozov is 7 years in prison

On October 16, 2025, the Meshchansky District Court of Moscow sentenced Igor Morozov, the founder of the Perm Telta telephone plant. He received seven years in prison in a case of fraud and embezzlement of budget money while fulfilling a state defense order. Read more here

Claims from the Ministry of Defense of the Russian Federation for 92 million rubles

Ministry of Defense of the Russian Federation filed two lawsuits totaling more than 92 million rubles against OJSC Perm Telta Telephone Plant, whose leaders were prosecuted for giving bribes to officials of the department. This was stated in the documents of the Arbitration Court in September 2025. Moscow The court found that the claims were filed in compliance with the requirements provided for by the Arbitration Procedural Code of the Russian Federation, and opened proceedings in the case for the amount of 62.85 million rubles and 29.2 million rubles.[2]

Sentence to General Director Alexei Vysokov - 7 years in a maximum security colony for a bribe

The general director of the Perm telephone plant "Telta" Alexei Vysokov and the chief accountant of the enterprise Elena Grishina were sentenced to seven years in prison in a maximum security colony for giving bribes to an official of the Ministry of Defense. The Second Western District Military Court toughened the initial penalty of a fine imposed by the Solnechnogorsk Garrison Court, following an appeal by prosecutors. The Ministry of Defense of the Russian Federation filed a multimillion-dollar lawsuit against Telta

Ministry of Defence Russia sent to the Arbitration Court Moscow a new statement of claim against the Perm Telta telephone plant demanding to recover ₽29 million. This appeal was filed on July 4, 2025, but the details of the claims of the military department remain unknown.

According to Kommersant, the lawsuit filed has not yet been accepted by the court for consideration. The arbitral tribunal must determine whether this case will be included in the proceedings for further proceedings.

This appeal was already the third lawsuit of the military department against the Perm enterprise. In April 2025, the Ministry of Defense filed two claims at once against the Telta plant for a total of ₽63 million. These claims are also heard in the capital's arbitration court.

All legal disputes are related to the criminal case against the management of the telephone plant. The Ministry of Defense acts as an injured party in the case of the founder of the enterprise Igor Morozov, his deputy Alexei Vysokov and chief accountant Elena Grishina.

The investigating authorities charged these persons with committing five episodes of embezzlement of funds totaling about ₽46 million. The crimes were committed during the production of TA-88-brand telephones intended for the needs of the military department.

The defendants representatives of the Telta plant categorically deny their involvement in the alleged crimes. None of the defendants in the case fully admits guilt, with the exception of partial recognition by one of the participants in the process.

During the investigation, additional charges of corruption crimes were brought against former top managers of the plant. They are charged with giving a bribe to the head of the first department of the Main Directorate of Communications of the Ministry of Defense Sergei Slyusar.[3]

The head of "Telt" Lukin Andrei was sentenced to 8.5 years in a maximum security colony for bribes

Former head of military acceptance No. 5029 of OJSC Perm Telta Telephone Plant Andrei Lukin was sentenced to 8.5 years in a maximum security colony and a fine of ₽13,76 million for taking a bribe. The decision was made on March 5, 2025, according to Properm. Read more here.

Alexey Vysokov fined for bribing an employee of the Ministry of Defense

On October 10, 2024, the Solnechnogorsk Garrison Military Court sentenced Alexei Vysokov, Director General of Perm Telt Telephone Plant OJSC, and Elena Grishina, Chief Accountant of this enterprise. On August 30, 2024, the Khamovnichesky Court of Moscow seized the shares of the owner of the Perm Telta plant Igor Morozov in the amount of more than ₽170 million.
