2024: Arrest of shares of the Telta plant

On August 30, 2024, the Khamovnichesky Court of Moscow seized the shares of the owner of the Perm Telta plant Igor Morozov in the amount of more than ₽170 million. The measure was taken as part of the investigation of a criminal case on embezzlement of funds when supplying telephones for the needs of the Russian Ministry of Defense.

According to RIA Novosti, Igor Morozov, being a shareholder of the Telta plant, as well as his former employees - Deputy General Director for Production and Sales Alexei Vysokov and Chief Accountant Elena Grishina - became involved in the fraud case. The investigation believes that in the period from 2014 to 2023, they, in collusion with the leading specialist of the 746th military representative office of the Ministry of Defense Alexei Palmov, stole ₽33 million using their official position.

According to investigators, the Telta plant signed a contract with the Ministry of Defense for the supply of telephones. However, according to investigators, instead of producing pipes at their own facilities, the plant purchased them in China and sold them under the guise of its own products. As a result of this transaction, the defendants in the case received illegal profits, which became the basis for initiating a criminal case.

It was also established that Vysokov and Grishina gave a bribe in the amount of ₽36 million to the head of the main communications department of the Russian Armed Forces Vadim Shamarin. In exchange for this, he provided the Telta plant with patronage when receiving government contracts. Both defendants pleaded guilty and began to cooperate with the investigation, which led to the arrest of Shamarin, who pleaded guilty in part - to receiving ₽19 million. Shamarin and other persons involved in the case are in custody, with the exception of Palmov, who was released on recognizance not to leave. The investigation is ongoing by the end of August 2024.[1]

2025: Sentence - 7 years in prison

On October 16, 2025, the Meshchansky District Court of Moscow sentenced Igor Morozov, the founder of the Perm Telta telephone plant. He received seven years in prison in a case of fraud and embezzlement of budget money while fulfilling a state defense order.

According to the case file, in 2014-2015, during the fulfillment of the state defense order, PTZ Telta OJSC signed a multimillion-dollar contract with the state customer for the supply of communication devices. In addition to Morozov, the defendants in the criminal case are his deputy Alexei Vysokov, as well as the chief accountant of the enterprise Elena Grishina. Charges were brought under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to ten years.

Each of the defendants was sentenced to imprisonment for a period of seven years with serving in a general regime correctional colony. Morozov was fined 900 thousand rubles, Vysokov and Grishina - 700 thousand rubles each. In addition, a criminal case is being considered in court against these persons on the fact of embezzlement of budget funds when fulfilling a state defense order in 2017-2021.[2]
