Detention
On May 23, 2024, it became known that the deputy head of the General Staff, the head of the Main Communications Directorate (GUS) of the Armed Forces of the Russian Federation, Lieutenant General Vadim Shamarin, was sent into custody. He was detained in a criminal case of alleged fraud.
According to Kommersant the newspaper "," Shamarin was charged with taking a bribe on an especially large scale (part 6 of article 290 of the Criminal Code). According to investigators, in the period from April 2016 to October 2023, the general received a bribe of 36 million rubles from the general director of Perm Telt Telephone Plant OJSC Alexei Vysokov and the chief accountant of the organization Elena Grishina. It is said that this is a reward "for increasing the volume of products supplied under government contracts for needs Ministry of Defence Russia and general patronage." Shamarin, according to the investigation, ordered the money received at his discretion.
Shamarin's Moscow apartment was searched, but no large amounts of money, expensive watches and other valuables were found. At the same time, a Mercedes car worth 14 million rubles was seized, which was arrested "to pay off damage in a criminal case." As of May 23, 2024, the general was twice interrogated by an investigator of the TFR, and both times he pleaded not guilty.

It is also reported that Vysokov and Grishina did not act directly, but through intermediaries - brothers Alexei and Alexander Ogloblin, who are witnesses to the prosecution. The alleged bribe-givers Vysokova and Grishina themselves were detained for fraud: then they were arrested by the Khamovnichesky District Court of Moscow.[1]
Removal from office

On July 18, 2024, the term of arrest of Vadim Shamarin was extended until October 21, 2024. The meeting was held behind closed doors, already according to the new tradition of the military court, a decision on this was made before the meeting, RIA Novosti notes.
Shamarin pleaded not guilty and linked his criminal prosecution with the fact that they wanted to remove him from office in this way. According to Dyukin, the general is ready to cooperate with the investigation, gives testimony and explanations on the case. Shamarin faces up to 15 years in prison.[2]
Transaction with the investigation

As part of the court session, the lawyers insisted that the deal with the investigation was a strong argument for mitigating the preventive measure, and asked to elect a defendant house arrest or a ban on certain actions. However, the court rejected the appeal.

Shamarin was charged under Part 6 of Art. 290 of the Criminal Code. It provides for imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of a bribe or without it and with the deprivation of the right to hold certain positions or engage in certain activities for up to 15 years or without it.
According to lawyer Igor Dyukin, the case is based on the testimony of four people who were involved under the article on fraud. They include Shamarin's former subordinate Alexander Ogloblin, who was sentenced to 4.5 years. The court sent him to the colony in February 2022, but after testifying against Shamarin, the unserved part of the punishment was replaced with correctional labor.[3]

On January 26, 2025, the details of the pre-trial cooperation agreement with the Chief Military Prosecutor's Office became known, which was concluded by the former deputy chief of the General Staff - the head of the Main Communications Directorate (GUS) of the Ministry of Defense of the Russian Federation, Lieutenant General Vadim Shamarin. He is accused of receiving a bribe in the amount of 36 million rubles from the management of the Perm telephone plant "Telta."
According to the Kommersant newspaper, as part of a deal with the investigation, Shamarin testified against one of his deputies with the rank of general. According to Shamarin, he convinced him in 2022 to conclude a state contract with a large commercial company for the purchase of 130 sets of unmanned aerial vehicles (UAVs). These drones were planned to be used in the special operation area as radio relays for Azart radio stations. However, it turned out that drones have a number of significant drawbacks, including a short autonomous flight time (about half an hour).
As a result, to increase the range of the Azart radio stations, it was necessary to purchase small-sized power amplifiers and antennas. At the same time, the drones delivered for the SVO were either not used at all, or were transferred to motorized rifle units for video surveillance of the battlefield. Shamarin said that the general subordinate to him had a "personal interest" in concluding a deal with the UAV supplier, and the damage to the state from this purchase exceeded 160 million rubles.
Shamarin also said that the group, which received kickbacks from entrepreneurs for the opportunity to supply products in the interests of the Ministry of Defense, operated in the GUS even before he joined the headquarters in 2016. According to the Kommersant newspaper, Shamarin showed his readiness to talk about the illegal transfer of buildings and production facilities of the plant located in Sevastopol, receiving kickbacks by GUS employees from the management of a large enterprise in Stavropol and overestimating prices for the work carried out to equip the facilities of the Ministry of Defense with digital telecommunication equipment (for these purposes, 2 billion rubles were unreasonably allocated from the budget).[4]
