2023: Arrest and charge of major fraud

On July 25, 2023, it became known about the arrest of the heads of Perm Telta Telephone Plant OJSC in connection with a large-scale fraud case.

According to the Kommersant newspaper, the Khamovnichesky District Court of Moscow granted the petition of the investigation to choose a preventive measure to the company's general director Alexei Vysokov and chief accountant Elena Grishina. In addition, the former head and co-owner of the enterprise Igor Morozov ended up in the pre-trial detention center.

Telta, founded in 1941, supplies special, industrial, field telephones, switching and measuring equipment. The products are produced at two factories - in Perm and Moscow. The company's customers include law enforcement agencies (the Ministry of Internal Affairs, the FSIN Penitentiary Service), the border troops, the navy, etc. 100% of the company's shares belong to the capital's LLC UK Center, the sole owner of which is Anna Karpova, the wife of Igor Morozov.

Claims against the management of Telta are related to the execution of state contracts for the supply of communications. According to one version, the defendants in the case could develop and implement a scheme according to which products were shipped to customers at inflated prices. According to another version, the fraudulent scheme concerns the import substitution program: since 2014, the company has raised federal funds to modernize special communications, but in fact, Chinese-made components were used in the products.

According to Kommersant, a criminal case has been opened against the heads of Perm Telta Telephone Plant OJSC on embezzlement of funds on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Nothing is known about the position of the defendants regarding the claims of the investigation. The amount of damage caused is also not disclosed.[1]

2024: Fine for bribing an employee of the Ministry of Defense

On October 10, 2024, the Solnechnogorsk Garrison Military Court sentenced Alexei Vysokov, Director General of Perm Telt Telephone Plant OJSC, and Elena Grishina, Chief Accountant of this enterprise. They were fined 2.5 million rubles for each for bribing an employee of the Ministry of Defense.

Vysokov and Grishina were detained in the summer of 2023 in the case of large-scale fraud in the execution of state contracts with the Ministry of Defense for the supply of communications at an inflated price. Initially, it was about embezzlement of budget funds in the amount of over 500 million rubles, but in the future the investigation reduced the amount of damage to 33 million rubles. Subsequently, the defendants were also charged with giving a bribe on a large scale to the head of the first department of the Main Communications Directorate of the Ministry of Defense Sergei Slyusar.

As part of the case on giving bribes to Slyusar, the defendants agreed with the prosecution in part. They reported that with the help of gifts in the form of an electric scooter, TV and drone, they only tried to establish normal relations with an official who rejected the documents they sent and obscenely expressed themselves to them. At the same time, there was allegedly no talk of bribes. The prosecutor demanded to appoint seven years and eight months in prison for Grishina, eight years for Vysokov. But the verdict was not so severe: the defendants received fines, avoiding prison terms. They were found guilty of giving a bribe on a large scale (paragraphs "a" and "b" of part 4 of article 291 of the Criminal Code of the Russian Federation). At the same time, as the Kommersant newspaper notes, the punishment imposed by the defendants caused an ambiguous reaction from the defense.

2025: Sentence - 7 years in a maximum security colony for a bribe

The general director of the Perm telephone plant "Telta" Alexei Vysokov and the chief accountant of the enterprise Elena Grishina were sentenced to seven years in prison in a maximum security colony for giving bribes to an official of the Ministry of Defense. The Second Western District Military Court toughened the initial penalty of a fine imposed by the Solnechnogorsk Garrison Court, following an appeal by prosecutors. This became known on August 26, 2025.

According to TASS, a similar punishment was received by the head of one of the departments of the Main Communications Directorate of the Ministry of Defense Sergei Slyusar, who accepted bribes from representatives of the plant. Initially, the Solnechnogorsk Garrison Military Court sentenced all three defendants to fines of ₽2,5 million each, taking into account their admission of guilt.

The prosecutor's office appealed the leniency of the original sentence, appealing to a higher court. Vysokov and Grishina filed a cassation appeal against the toughened decision of the court of second instance.

The prosecution claims that bribes were transferred to Slyusar for assistance in the accelerated passage of documents for the participation of Telta in the state defense order for communications. The official also contributed to the overestimation of the volume of products supplied by the plant and helped in the acceptance of products at the warehouse of the military unit.

The court found that corruption crimes were committed in 2019, 2021 and 2023. Representatives of the plant gave Slyusar gifts for birthdays, including an electric scooter, a TV and a quadcopter with a total value of about ₽170 thousand.

By the end of August 2025, the Meshchansky Court of Moscow is considering an additional criminal case against Vysokov, Grishina and the founder of the Telta telephone plant Igor Morozov. They were charged with embezzlement of ₽33,8 million in the manufacture of 7 thousand military field telephones of the TA-88.

The state prosecutor claims that Morozov, Vysokov and Grishina created an organized group to carry out multiple agreed illegal actions. Alexey Palmov, an employee of the 746th military representative office of the Ministry of Defense, was involved in the scheme.[3]
