2024: Fine of 2.5 million rubles for bribes in the form of an electric scooter, TV and drone
On October 10, 2024, the Solnechnogorsk Garrison Military Court sentenced the former head of one of the departments of the Main Communications Directorate of the Ministry of Defense Sergei Slyusar. He was fined 2.5 million rubles for bribes in the form of an electric scooter, TV and quadcopter.
According to TASS, Slyusar received offerings from the management of Perm Telta Telephone Plant OJSC in 2019, 2021 and 2023. According to the investigation, bribes were given for "general patronage" - assistance in the speedy passage of documents in the military department necessary for Telta's participation in the state order, overstating the volume of products supplied by the plant, as well as assistance in accepting the company's products in a warehouse of one of the military units. The total cost of the received "gifts" is estimated at about 170 thousand rubles.
As part of the case, the prosecutor demanded that Slyusar be sentenced to seven years in prison, but the sentence turned out to be milder: the defendant was sentenced only in the form of a fine. He was found guilty under Part 5 of Art. 290 of the Criminal Code of Russia - taking a bribe on a large scale.
Slyusar pleaded guilty and wrote a confession, remaining under recognizance not to leave. The bribe-givers, in turn, claimed that with the help of gifts they tried to establish interaction with Slyusar, who "always communicated in high tones and was distinguished by a fair amount of rudeness," marrying the documents they sent. It is said that after the scooter was presented to the official, he began to behave more restrained. It is also noted that Slyusar himself asked for an unmanned aerial vehicle as another gift: he planned to send this quadcopter for the needs of a special military operation, but did not have time in connection with the initiation of a criminal case and the investigation.[1]
2025: Sentence - 7 years in prison for bribes
The former head of the department Main Communications Directorate [Ministry of Defense Russia , Sergei Slyusar, was sentenced to seven years in prison for taking bribes totaling ₽170 thousand. The Second Western District Military Court replaced the previously imposed fine of ₽2,5 million for a real term of imprisonment and changed the qualification of the crime committed. The court's decision was made on August 26, 2025.
According to RIA Novosti, accomplices in the corruption scheme received a similar punishment - Alexey Vysokov, General Director of Perm Telta Telephone Plant and Elena Grishina, chief accountant of the enterprise. All defendants were taken into custody in the courtroom after the verdict was announced.
Elena Grishina's lawyer Elena Volkova said that the court changed the sentence of the lower court and replaced the fines assigned to the defendants with ₽2,5 million each for seven-year terms of imprisonment. The decision of the higher court radically changed the punishment for all participants in the corruption scheme.
Initially, in October 2024, the Solnechnogorsk Garrison Military Court limited itself to imposing monetary fines on all three defendants. They were found guilty of giving and receiving bribes, but the court of first instance considered financial sanctions to be sufficient punishment.
The Meshchansky Court of Moscow is simultaneously considering a second criminal case against the plant managers on embezzlement of ₽33 million from the Ministry of Defense when fulfilling a state contract. In this case, in addition to Vysokov and Grishina, the founder of OJSC Perm Telta Telephone Plant Igor Morozov and the leading specialist of the 746th military representative office of the Ministry of Defense Alexei Palmov are held.
The investigation established that the plant, when executing a contract with the Ministry of Defense for the supply of telephones, purchased equipment in China and sold it under the guise of its own products.[2]
