2023: Cancellation of the opportunity to serve part of the term with correctional labor

In early September 2023, the Moscow City Court overturned the decision of the Babushkinsky court of the capital, which had previously issued a decision allowing the former head of the first division of the main communications department of the Russian Defense Ministry, Alexander Ogloblin, to replace the unserved part of the term with correctional labor.

According to the Kommersant newspaper, former General Ogloblin in February 2022 received a 4.5-year prison sentence in the case of overpricing when purchasing communication equipment in the interests of the Russian Defense Ministry. According to the case file, as a result of these criminal actions, the department suffered damage in the amount of approximately 1.5 billion rubles. Ogloblin, who was deprived of his title and awards in connection with fraud on an especially large scale, made a deal for pre-trial cooperation. And in July 2023, the Babushkinsky court replaced Ogloblin with part of the term with correctional labor with a deduction of 25% of earnings in favor of the state.

However, the prosecutor's office did not agree with the court decision and challenged him in the Moscow City Court. The reason for this was the penalties received by the convicts in the pre-trial detention center. In particular, Ogloblin was punished for unauthorized movements around the detention center, as well as for the fact that when the television studio was equipped, a flash drive was found in it, which made it possible to connect to the Internet. The use of such devices by prisoners is prohibited. In addition, the prosecutor's office said in a statement that the former general did not compensate for the one and a half billion damage imputed to him.

The convict's lawyer Boris Tsakhilov does not agree with the claims of the supervisory authority. According to him, the amount of 1.5 billion is listed in the "big" case, in which other defendants are also involved, while claims to Ogloblin themselves are estimated at 450 million rubles. The ex-general himself noted that he had already served two-thirds of the term assigned to him (taking into account the recalculation of time spent in the pre-trial detention center during the investigation) and paid a fine in accordance with the verdict - 800 thousand rubles.[1]

2024: Arrest in bribe-taking case

On October 28, 2024, the Main Military Investigation Department Investigative Committee of the Russian Federation announced the initiation of a criminal case against the former head of the 1st Directorate Main Communications Department Ministry of Defence RUSSIAN FEDERATION , Major General Alexander Ogloblin. He is charged with taking a bribe on an especially large scale when executing a state defense order.

The case file says that in 2016-2021, Ogloblin received a bribe from representatives of the Perm Telta Telephone Plant OJSC in the amount of more than 10 million rubles for general patronage in the execution of a multimillion-dollar state defense order. It was about the supply of communication devices for the needs of the Russian Ministry of Defense. The case was initiated under Part 6 of Art. 290 of the Criminal Code: such acts are punishable by imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of the bribe.

In February 2022, Ogloblin received four and a half years in prison on charges of overpricing when purchasing communication equipment for the Ministry of Defense. In December 2023, the court issued a ruling allowing the defendant to replace the unserved part of the term with another type of punishment. As a result, as noted by the Kommersant newspaper, on February 28, 2024, Major General was released. It is said that Ogloblin testified against the former head of the main communications department of the Armed Forces of Russia Vadim Shamarin. The latter was arrested on charges of receiving a bribe from the general director of the Perm telephone plant "Telta" Alexei Vysokov and the chief accountant of the organization Elena Grishina.[2]

The Investigative Committee of Russia has completed an investigation into the case of the former head of the communications planning department of the Main Communications Directorate of the Armed Forces of the Russian Federation, Major General Alexander Ogloblin, accused of receiving a bribe on an especially large scale. The department announced the completion of the investigation on January 24, 2025.

According to Interfax, the court chose a preventive measure for the accused in the form of detention. According to investigators, from 2016 to 2021, Ogloblin oversaw the execution of state contracts with OJSC Perm Telta Telephone Plant for the supply of communication devices worth more than ₽1,2 billion. For general patronage, he received a bribe of ₽12 million from representatives of the enterprise.

The Investigative Committee of Russia noted the completion of investigative actions against Lieutenant General Vadim Shamarin, also accused of receiving a bribe on an especially large scale from representatives of Telta OJSC.

According to the publication, in February 2022, Ogloblin was sentenced to four and a half years in a general regime colony for especially large-scale fraud, later the punishment was replaced by correctional labor.

According to the investigation, Ogloblin, together with the former head of the main communications department of the Armed Forces - deputy chief of the General Staff, Colonel-General Khalil Arslanov and other persons, signed contracts on behalf of the Ministry of Defense with Voentelecom.

The contracts provided for the supply of equipment for terrestrial satellite communication stations and network management monitoring centers at an inflated cost. As a result, ₽1,6 billion were stolen during the execution of contracts.

The bribe case was the second criminal prosecution of Major General Ogloblin after the case of fraud in the supply of equipment for the Russian Ministry of Defense.[3]

Sentence - 9 years in prison for bribes

On September 2, 2025, the 235th Garrison Military Court sentenced the former head of the communications planning department of the Main Communications Directorate of the RF Armed Forces Alexander Ogloblin to 9 years in a maximum security colony for taking a bribe.

According to the prosecution, during this period Ogloblin received a bribe in the amount of 12 million rubles from representatives of the Telta plant for general patronage.

Ogloblin's lawyer Maxim Dovgan said that at the first meeting, Alexander Ogloblin admitted that he had received the money, but challenged the qualification. According to him, the criminal case appeared after Ogloblin wrote a confession and testified against other generals, including the former head of the Main Communications Department of the Russian Armed Forces Vadim Shamarin and the former deputy chief of the General Staff Khalil Arslanov, writes RBC. Dovgan argued that in accordance with the provisions of the Criminal Code, his client was subject to exemption from criminal liability in connection with active repentance.

The prosecution requested 12 years in prison. The trial in his case took place behind closed doors. Ogloblin was fined 12.4 million rubles, he was also deprived of the title and state awards.[4]
