Malis Oleg Adolfovich, President of the Congress of the Jewish religious communities and associations of Russia (KEROR), former Senior vice president of Altimo.

Was born on January 17, 1974 in Moscow. The brother - Malis Alexander Adolfovich.

Education

In 1997 graduated from the Moscow state aviation technical university of K.E. Tsiolkovsky, faculty of system engineering. Specialty - "systems engineer, testing of aircraft".

Biography

In 1995 together with the brother Alexander founded Corbina Telecom Ltd. Was the chief executive officer - the vice president of the company.

From 1998 to 2003 held a position of the director of business development of Investelektrosvyaz company.

In 2003 it was appointed the senior vice president "Golden Telecom, INK", the director of acquisition and merger of companies of STsS Sovintel LLC.

In 2005 - the Senior vice president of Altimo. In fact, he was the second person after the chief executive officer Alexey Reznikovich. In this position Malis, in particular, supervised opposition with the Norwegian Telenor around stocks of VimpelCom and Ukrainian Kyivstar (the conflict ended with the consent of Norwegians to consolidation of two operators) and also fight for establishment of control over the Turkish mobile operator Turkcell.

In 2005 Corbin relied on development of broadband access in the Internet. Along with it the company from the American corporation IDT was redeemed by the entrepreneur Alexander Mamut.

In 2006 Mamut exchanged a controlling stake of Korbina for a share in Golden Telecom.

In 2008 VimpelCom purchased Golden Telecom together with the share in Corbin which remained with Mamut. At the end of the same year Mamut together with VimpelCom purchased Euroset to which president's post from a position of the head of Corbina Telecom and the vice president for broadband access of VimpelCom company Alexander Malis passed.

Since April, 2011 - the chairman of the board of the union of LTE. The union is created on the basis of the decision of State commission on radio frequencies of December 28, 2010. The purposes of the union – to study a situation with availability of the frequencies suitable for construction of LTE networks, in the ranges of 800 MHz, 900 MHz, 1800 MHz, 2.1 GHz and 2.5 GHz and to formulate offers on release of these frequencies for civil needs and under the terms of their distribution. "Consortium 4G" is consortium of Rostelecom, VimpelCom, MTS and MegaFon which developed the project of distribution of LTE frequencies in Russia.

Since October, 2011 - Oleg Malis the President of the Congress of the Jewish religious communities and associations of Russia. The president's post in KEROR was absent earlier.

The head of the Moscow Jewish student's campus Shlomo Zlotky was elected at the same time new chairman of the board of KEROR. "Due to quite heavy economic events in the world, in the country at us a framework of the help to our communities in recent years were very much narrowed", - Shayevich explained the event. - "Today we hope to resume in full such help and program implementation which did not manage to be performed because of lack of funds earlier"^[2].

Interlocutors of CNews consider that Oleg Malis came to KEROR for lobbying of the business interests.

Appointment Oleg Malisa as the president of KEROR should allow the chairman of the supervisory board of Alfa Group Mikhail Friedman to strengthen influence on the Jewish organizations of Russia, the president of Institute of national strategy Stanislav Belkovsky believes. "Friedman is already included into board of the Russian Jewish Congress (RJC) and actually controls its management, now under its control there is also KEROR, - Belkovsky says. - Out of a sphere of influence of Friedman there is only a Federation of the Jewish communities of the CIS headed by the rabbi Bør Lazare which is patronized by Roman Abramovich. But this organization, unlike RJC and KEPOP, is created by only one of Judaism branches - lyubavichesky Hasidim - and abroad it is considered marginal".

For the end of 2014 Oleg Malis uvladet home consulting company Solvers. The same structure owns developer assets in "Moscow City" together with the main owner of MegaFon Alisher Usmanov and the CEO of USM Holdings (manages Usmanov's assets) Ivan Streshinsky.

2015: Oleg Malis received control over Svyaznoy

On October 22, 2015 in media reported - Oleg Malis set full control over Svyaznoy network having redeemed from Promsvyazbank of a right to claim of Svyaznoy on the credit of 6.5 billion rub^[3].

The Solvers company of the entrepreneur Oleg Malis announced dispute settlement with Promsvyazbank concerning the debt of network of Svyaznoy cellular shops. Under the terms of the agreement Solvers redeems from Promsvyazbank of the right to the requirement for the loan granted to Trellas Enterprises (holding structure which includes Svyaznoy) then the bank leaves all trials.

The press service of Svyaznoy reported: Oleg Malis undertook to repay the debt to Promsvyazbank in the amount of 6.5 billion from which 6 billion – the principal amount of debt, 500 million – percent. Settlement will be carried out within the next weeks.

Judicial proceedings

The Svyaznoy network and its founder Maxim Nogotkov appeared in a difficult financial situation at the end of 2014 when Trellas did not pay off creditors. Then Oleg Malis acquired at the Onexim group rights to claim on the credit of $120 million on which pledge acted as 51% of stocks of Trellas.

Nogotkov at first released for benefit of Malis's structures transfer record about transfer of collateral rights on them on stocks of Trellas, but then withdrew. Malis claimed that Maxim Nogotkov thus tried to display, together with other creditors, Svyaznoy from under Trellas control.

Assets of Svyaznoy network belong to Svyaznoy Logistics company which through the Netherlands offshore Svyaznoy is owned by Trellas. The controlling stake of Svyaznoy is in pledge on the credit of Promsvyazbank, Svyaznoy Logistics - at Sberbank. Minority stakes of Svyaznoy also were in pledge on the credits of NPF Blagosostoyaniye and Globex bank.

At the beginning of 2015 during the auction held in Holland NPF Blagosostoyaniye redeemed 15% of shares of Svyaznoy put to it. Malis claimed that he did not know about carrying out these biddings. Afterwards according to the similar scheme Promsvyazbank tried to receive 51% of shares of Svyaznoy, but Malis managed to block biddings in the Dutch court.

Having submitted a claim against Svyaznoy with requirements of debt repayment, Promsvyazbank should recall him.

"We are satisfied with terms of transaction and the fact that the dispute came to the end with the agreement, comfortable for both parties, - Vladimir Yashin, the vice-president of board of Promsvyazbank announced. - This situation - a bright example of the fact that even the most difficult negotiations can result in success at readiness of the parties for fair execution of the undertaken obligations".

Credits

The network has a debt in the amount of 5.6 billion to Sberbank, the press service of Svyaznoy reported. A loan repayment period - the middle of 2016. A debt in the amount of 3 billion is had to Globex bank on which 5% of stocks of Svyaznoy are put. A half of this amount is refinanced, other half should be refinanced until the end of 2015.

"Agreement signature – very important step for final stabilization of business, - Michael Tach, the president of retailer "Svyaznoy" noted. – The dispute around assets of the retailer is exhausted completely and now our command can devote for 100% itself to effective management of operating activities and creation of new services for clients".

Problems

Svyaznoy has not settled claims from MTS. Oleg Malis is a brother of the president of Euroset Alexander Malis.

MTS assumes - Euroset and Svyaznoy act together. The operator does not cooperate with these networks and has legal proceedings with Federal Antimonopoly Service, requiring to withdraw the permission to purchase of Svyaznoy issued to Oleg Malis's structures.
