The lawsuit to declare Maxim Nogotkov bankrupt was filed by the Cypriot offshore Strafor Commercial. Earlier it was known that this offshore is associated with Svyazny and the structures of its current owner Oleg Malis. In particular, Megafon provided this offshore with a loan of $43.8 million.
Initially, the lawsuit against Nogotkov was filed with the Moscow Arbitration Court. However, the representative of the defendant, as well as another participant in the case - the Cyprus offshore Aklia Trading - insisted on transferring the case to the Arbitration Court of the Kaluga Region, since Nogotkov changed his place of permanent registration. Instead of Moscow, the entrepreneur is now registered in the village of Zvizzhi, located in the Dzerzhinsky district of the Kaluga region.
In June 2021, the Arbitration Court of the Kaluga Region completed the bankruptcy of the founder of one of the largest mobile retailers Svyaznoy Maxim Nogotkov, writing off all debts to him.
According to RIA Viktor Yeltsov, Nogotkova's financial manager, the court exempted the businessman from outstanding obligations to seven creditors in the amount of more than 22.8 billion rubles.

1995 - Founder and General Director of Maxus CJSC (wholesale trade in DECT phones and personal audio equipment), which was later transformed into Svyaznoy Group of Companies.
The main activity of Maxus was reduced to the wholesale trade in audio equipment and telephones. By 1998, the company became the leader in wholesale distribution of DECT phones and personal audio equipment. Maxus began to deal with mobile phones in 2000, and in the summer of 2001 it was decided to create its own retail network of mobile communication centers.
Officially, the Svyaznoy brand appeared on April 23, 2002. Today Svyaznoy is the second largest retail network in Russia, specializing in the sale of services of mobile operators, personal communications, accessories and portable digital equipment. The company is the official distributor of leading manufacturers of GSM phones and DECT phones, as well as a dealer of mobile operators.
In a very short time, Svyaznoy Group of Companies achieved recognition of consumers and the business community. Samsung Electronics awards the Breakthrough of the Year Award in 2002. Siemens recognized the sales staff of the Svyaznoy network as the most professional in 2005.
