Biography

Victor Mamin was born on March 27, 1982 in Norilsk.

Has two higher economic educations: on specialties "Economy and Management at the Enterprise in Metallurgy" (year of release – 2004, the Norilsk state industrial institute) and "Accounting, the analysis and audit" (year of release – 2005, the Norilsk state industrial institute). Both honors degrees.

Labor activity of the beginnings in 2004 in Norilsk Nickel MMC.

In 2007-2008 "The Norilsk providing complex" worked as the assistant to the CEO.

In 2008 passed to municipal service, worked as the head of department affairs, the chief of staff of city administration of Norilsk.

In 2009 became the Deputy CEO – the chief of staff of Kazakhaltyn MMC, the Republic of Kazakhstan.

Since 2011 directed the device of the Krasnoyarsk business unit of Polyus group.

In 2013 headed corporate management department, a price environment and control and auditing work in branches of the energy industry in the Ministry of Energy of the Russian Federation.

In 2014-2015 consisted in Board of Directors of IDGC of Ural, IDGC of Volga, "IDGC of Centre and the Volga region". From 2015 to 2016 there was the member of the committee on strategy, committee on the budget "ANC Bashneft. Also from 2014 to 2017 was the board member of "DVUEK" (the SPV company for state investments into power industry of the FEFD), and during the same period was a member, the chairman of audit committee Rosneftegaz.

In 2016 it was included in audit committee of Rosneft.

From 2015 to 2018 was a member of the committee on strategy Rosseti and in the same years was the board member of CPC-R and "KTK-K".

Since 2018 worked as the associate director of department Rosseti.

2019: Deputy governor of Chelyabinsk region

On April 26, 2019 Victor Mamin was appointed the first deputy governor of Chelyabinsk region. According to the website of the acting the governor of the region, it is a new position which is entered in structure of the government of Chelyabinsk region.

On a new post Mamin will be responsible for the directions of digitalization, personnel development, the property relations, legal, organizational and economic issues and also control of execution of instructions.

On these questions he will supervise activity of the deputy governor - the chief of staff of the governor and the government, state legal department, management of public service and anti-corruption, management organizational and an examination, management on work with citizens' appeals, accounting service, committee of mobilization work, the secretariat of the governor and the government, the ministry of information technologies and communication, the ministry of property and natural resources, the administration, permanent mission of Chelyabinsk region at the Government of the Russian Federation.

Part of the specified directions was supervised earlier by the deputy governor Evgeny Teftelev dismissed in April. And the IT directions and digitalizations were supervised by Ruslan Gattarov. He resigned on own initiative since June 3.

These staff changes were preceded by appointment of the new head of Chelyabinsk region - the acting governor Alexey Teksler. In 2008-2009 Teksler was the head of administration of Norilsk where in 2008 also Mamin got a job. Later Alexey Teksler and Victor Mamin together worked in the Krasnoyarsk business unit of Polyus group, and then - in the Ministry of Energy of the Russian Federation where Teksler grew to the first deputy minister.
