In the Ministry of Telecom and Mass Communications Sergey Martynov came at the beginning of 2013 from Mail.Ru Group where was responsible for development of a mail service. On civil service he was engaged in development of the Uniform portal of state services (EPGU) and optimization of priority services.

In 2014 the Ministry of Telecom and Mass Communications opened the new version of the Portal of state services for beta testing and started the simplified registration of users (available online, without personal presentation of the passport) in the Unified identification and authentication system (Unified identification and authentication system) which is used on the uniform portal of state services and other state portals and the websites.

In the new version of the portal three services — search and payment of penalties of traffic police, tax and judicial debts are available today. It is supposed that further their number will increase.

The associate director of development department of the electronic government of the Ministry of Telecom and Mass Communications Sergey Martynov at the end of July, 2014 left the post, CNews reported a source in the ministry. Martynov also confirmed this information.

The registrar of domains, largest in Russia, and one of the largest national hosting providers – RU-Center Group became new work location of Sergey Martynov (enters into RBC holding). Martynov is appointed the First Deputy CEO of the company Nikolay Moliboga. The representative of RBC holding confirmed CNews the appointment fact.

As Martynov reported CNews, having entered a position, he will be engaged in business development of RU-Center Group: development of product strategy, development of the new directions and also increase in process performance of development and operation of technical infrastructure will become its priorities.

As of the beginning of 2015, Sergey Martynov does not work in RU-Center Group.
