Education
In 1982 he graduated with honors from the Moscow Institute of Railway Engineers with a degree in railway engineer - electrical mechanic, in 1998 - from the Academy of National Economy under the Government of the Russian Federation, in April 2000 he also graduated from advanced training courses under the program "Problems of State Administration of Railway Transport in Market Economy."

1992-2000
He worked on the Moscow Railway. He went from the foreman of the electric locomotive workshop to the head of the locomotive depot Moscow-Passenger-Kievskaya.

2023: House arrest in fraud case
In early July 2023, the Moscow City Court transferred from the pre-trial detention center to house arrest the ex-head of the Federal Passenger Company (FPC), former vice president for passenger transportation of Russian Railways Mikhail Akulov. He is accused of embezzlement on an especially large scale (part 4 of article 160 of the Criminal Code of the Russian Federation).
Another person involved in the case is the head of Mehprachechnaya SvZhD LLC Andrei Voronin, he was also released from jail and transferred to house arrest. Both defendants were arrested in February 2023. As stated TASS in the Meshchansky court, the first is charged with fraud on an especially large scale and embezzlement on an especially large scale. The second is only in the case of embezzlement. The essence of the accusations in court did not specify the agency.
According to Kommersant, in addition to Akulov, both "unidentified" and persons established by the investigation could have been involved in embezzlement using official position committed by a group of persons by prior conspiracy. Among the latter are the general director of Mehprachechnaya SVZD LLC Andrei Voronin and Samara businessman Vyacheslav Sheyanov, the beneficiary of this company, who worked for a long time in commercial banks. The entrepreneur planned to create a network of laundry services that served the structures of Russian Railways for washing bed linen used on trains. But the project for the construction of a modern laundry complex in Yekaterinburg was not implemented, after which the contract with Vyacheslav Sheyanov's company was terminated.
The crimes incriminated to Mikhail Akulov are related to laundromats, to which he, being the general director of the Federal Passenger Company OJSC (from April 2010 to January 2016), and spent, according to investigators, its funds. The criminal case states that in 2010 Akulov, Sheyanov and Voronin, "in pursuance of a single criminal intent," provided certain advantages to Mehprachechnaya SVR LLC. Without competitive procedures, the company signed an agreement on the staffing of passenger cars of the Ural and South Ural branches of OJSC FPC with removable soft property. The agreement provided that more than 1.4 billion rubles would be allocated for the laundry that was to be washed, ironed and packed on the rented equipment of the LLC, and thanks to significant discounts, the laundry room received an additional 72.252 million rubles, which the investigation considers wasted.[1]
