2025: Arrest on charges of enrolling students without knowledge of the Russian language

On February 10, 2025, the Investigative Department of the Investigative Committee for the Ulyanovsk Region announced the arrest of the rector of the Ulyanovsk State Technical University (USTU) Nadezhda Yarushkina. She is accused of abuse of office.

According to the investigation, the leadership of UlSTU from 2022 to 2025 unreasonably enrolled in the university foreign students who do not speak Russian and are not able to master the educational program. At the same time, for each such student, funds were transferred from the budget of the Russian Federation to the university account. It is said that in total, at least 129 foreign students were unreasonably enrolled during the specified period, and the damage to the state budget is estimated at 20 million rubles.

According to the Kommersant newspaper, referring to information received from knowledgeable persons, the investigation considers Yarushkina to be the main organizer of the "criminal scheme that she developed, wanting to receive a prize for fulfilling the set indicators, as well as for the purpose of obtaining unreasonable funding for the ULSTU." At the same time, it is alleged that Yarushkina allegedly involved other university leaders in the illegal activities.

Yarushkina was charged under Part 3 of Art. 285 of the Criminal Code - abuse of office, entailing grave consequences. Such acts are punishable by imprisonment for up to 10 years with deprivation of the right to hold certain positions or engage in certain activities for up to three years. Yarushkina herself pleaded not guilty. Her lawyer Denis Bondar says that there were no violations, and the university's work to educate foreign students was in full compliance with the law.

Yes, foreigners who come to study do not know the language. But for that there is a well-functioning preliminary training system. And if a student does not want to study as it should be, then he is still expelled for failure. And only a memo with a draft order for deduction comes to the rector, she signs this order, - said Bondar.[1]
