Biography

The CEO of the JSC Tactical Missiles Weapons Corporation since 2003. Boris Viktorovich was born on January 26, 1953 in Moscow.

Education

Graduated from the Moscow Aviation Institute of S. Ordzhonikidze (1976), a postgraduate study of MAI (1979), Lomonosov Moscow State University (1983).

Career

• From 1979 to 1993 worked at MAI department. Since 1988 - the senior research associate, since 2005 - the Doctor of Engineering.
• From 1994 to 1998 – the first secretary of permanent mission of the Russian Federation at the UN.
• In 1998 there was the senior adviser of Department for security issues and disarmament a Russian Foreign Ministry.
• From 1998 to 2001 – the deputy CEO of Federal State Unitary Enterprise Rossiyskiye tekhnologii, Federal State Unitary Enterprise Promeksport-oboronnye tekhnologii, the advisor to director general of Federal State Unitary Enterprise Promeksport.
• From 2001 to 2003 – the advisor to director general, the head of department of defense technologies and space, the head of the department of defense technologies and space of Federal State Unitary Enterprise Rosoboronexport.
• Since February, 2003 – the acting as the CEO of Federal State Unitary Enterprise GNPTs Zvezda-Strela.
• In March, 2003 it is appointed the CEO of the JSC Tactical Missiles Weapons Corporation.
• Boris Obnosov is a full member of the Russian academy of astronautics of K.E. Tsiolkovsky. Member of Scientific and technical council of the Russian Government Military-Industrial Commission. Chairman of the board of directors of defense industry enterprises of the Moscow region. The first deputy chairman of Regional consolidation of employers of the Moscow regional Union of Industrialists and Entrepreneurs (MOPP).
• In the summer of 2004 defended the doctoral dissertation in plot area of complex information systems of precision weapons.
• On December 3, 2009 to Boris Viktorovich the rank of the corresponding member of the Russian academy of rocket and artillery sciences is given.

Awards

The winner of the award "Gold Idea" in the "For a Personal Deposit, an Initiative and Diligence in Solving of Tasks of Military and Technical Cooperation" nomination (2007). The winner of an award of the Government of the Russian Federation in science and technology (2007), an award of the governor of the Moscow region "For achievements in the field of social conversions" (2007).

Boris Viktorovich Obnosov ─ the organizer and the head in the field of creation of precision weapons of a tactical class and military and technical cooperation with foreign countries. Honourable mechanician is awarded with the Order of Friendship, the medals "For Strengthening of the Fighting Commonwealth", "In Memory of the 850 Anniversary of Moscow", a gold medal of the academician V.F. Utkin, the breastplate, signs of the governor of the Moscow region "I thank" and "For works and diligence", the Certificate of honor of the Government of the Russian Federation.
