Biography

Lyudmila Ogorodova was born in 1957 in Anzhero-Sudzhensk, Kemerovo Region.

In 1980 she graduated from Tomsk State Medical Institute (was renamed Siberian State Medical University) with a degree in pediatrics with the qualification of pediatrician.

From 1996 to 1998, she worked as a professor at the Department of Children's Diseases No. 3 of the Siberian State Medical University. In 1997, she was awarded the academic title of professor in the same department.

In 1998, she was appointed vice-rector of the Siberian State Medical University for scientific work and postgraduate training.

In 1998, she became the head of the Department of Faculty Pediatrics with a course of childhood diseases of the Faculty of Medicine (internal part-time).

From 2003 to 2011 - Vice-Rector for Scientific Work and Postgraduate Training of the Siberian State Medical University of the Federal Agency for Health and Social Development.

In 2000, Lyudmila Ogorodova was awarded the qualification of a doctor of the highest category in allergology-immunology, in 2001 - in pediatrics.

In December 2011, she was elected a deputy of the State Duma of the Russian Federation from the Tomsk Region (United Russia party).

2013: Deputy Minister of Science and Education of the Russian Federation

In 2013, Lyudmila Ogorodova took the post of Deputy Minister of Education and Science of the Russian Federation. She oversaw the department of state policy in the field of higher education. At the time of her arrival in the department, it was headed by Dmitry Livanov.

Ogorodova, as deputy minister, oversaw, among other things, the multi-billion dollar project for the development of universities "5-100," the implementation of which began in the year of her appointment. He assumes that five Russian universities by 2020 should be included in the first hundred leading universities in the world[1] Science]. The project was criticized by the new Minister of Education and Science Olga Vasilyeva: in the fall of 2017, she proposed to reduce the number of program participants from 21 universities to six, but the project council did not support Vasilyeva's initiative.

2018: Deputy Governor of Tomsk Region

In January 2018, the governor of the Tomsk region, Sergei Zhvachkin, appointed Lyudmila Ogorodova as his deputy for the scientific and educational complex. He concentrated in the hands of the new deputy all education - from kindergartens and schools, to colleges, universities and academic institutions[2].

2020: Curator of Digital Transformation of Tomsk Region

At the end of November 2020, the governor of the Tomsk region, Sergei Zhvachkin, blamed his deputy for the scientific and educational complex, Lyudmila Ogorodova, for digital transformation in the region. He transformed the name of her position: now Ogorodov is a deputy governor for the scientific and educational complex and digital transformation.

Ogorodova will oversee the process of transferring mass socially significant state and municipal services to electronic format, organize the work of other state authorities that are responsible for this area, the regional administration said in a statement.

Ogorodova's tasks also include overseeing the implementation of the Digital State Administration of the Tomsk Region project, transferring priority socially significant public services to electronic form, and developing digital solutions for the public sector.

And Deputy Governor for Economics Andrei Antonov continues to be responsible for the digitalization of the industrial sector and business: through the Tomsk Center for Innovative Development, support for the digital development of small and medium-sized businesses is underway, the regional administration told TAdviser.

In each industry department, those responsible for digital transformation have been appointed, in positions no lower than deputy head. The head of the information society development department is directly responsible for working with them on the transformation of the public sector and services.

2021: 48th place in the ranking of regional IT officials in terms of income

For the period from January 1, 2021 to December 31, 2021, the family income of the Deputy Governor of the Tomsk Region for the scientific and educational complex and digital transformation of Lyudmila Ogorodova amounted to 6.3 million rubles. The official's personal income is 5.8 million rubles, the income of family members is 568,267 rubles. In 2007, she was elected a corresponding member of the Russian Academy of Medical Sciences, awarded the honorary title "Honored Scientist of the Russian Federation."
