Biography

2025: Sentence - 1 year and 6 months for medication write-off

Olga Lobanova, director of the Center for Healthcare Procurement of the Vladimir Region, was sentenced to 1 year and 6 months in prison for illegal write-off of drugs. This became known in March 2025. The Suzdal District Court found her guilty of abuse of office, which led to damage to the regional budget in the amount of more than ₽19 million.

The court found Lobanova guilty under Part 1 of Article 285 of the Criminal Code of the Russian Federation (use by an official of his official powers contrary to the interests of the service out of personal interest). The crime was committed in 2021, when the accused served as director of the Center for the Procurement of Goods, Works and Services in the Healthcare Sector of the Vladimir Region.

According to the materials of the case, Lobanova, trying to demonstrate high indicators of the use of budget funds and increase her authority before the leadership of the health department, initiated the purchase of expensive drugs in volumes significantly exceeding the real needs of patients. At the same time, she had accurate information about the presence of drug residues in the warehouse and the actual volumes of their consumption by preferential categories of citizens.

As a result of unreasonable actions of the head in the fourth quarter of 2021, a drug was purchased that remained unclaimed in the amount of more than 6 thousand packages with a total value of ₽19 086 783. After the expiration date, the drug was written off and destroyed, causing direct damage to the regional budget.

The investigation also noted that such actions violated the interests of the state protected by law, expressed in discrediting the executive bodies of state power of the Vladimir region.

During the trial, the defendant fully admitted her guilt and agreed with the charge, which was taken into account by the court when sentencing. Despite this, the court sentenced her to a real sentence of imprisonment.[1]
