Biography

Russia was born on October 23, 1954 in the city of Obluchye of the Jewish Autonomous Region.

Education

1977 - graduated from the Ussuriysk state teacher training college majoring in - the teacher of Russian and literature.

1991 - graduated from the Khabarovsk higher party school, courses of female entrepreneurs at Academy of National Economy under the Government of the Russian Federation.

1998 - ended professional development course of Financial academy at the Government of the Russian Federation in "Taxes and taxation".

Graduate of the Moscow school of political researches.

Scientific degree

Candidate of Economic Sciences.

Defended the dissertation on the subject "Taxes in the Mechanism of State Regulation of Investments in Russia".

Career

Worked at school for the national teacher of the USSR N.N. Dubinin.

1971 - 1991 - the tutor at boarding school in Vladivostok, the member of the CPSU, was at party work where passed a way from the instructor of a district committee to the Head of Unit of Seaside regional committee of the CPSU.

1991 - 1993 - the vice president, the CEO of the Seaside edge women's commercial charitable organization "ANNA" in Vladivostok called in honor of Anna Shchetinina, the first-ever woman - the sea captain.

1993 - For 1995 - it was elected the deputy of the State Duma of the Russian Federation of the first convocation, was a member of Women of Russia fraction, the member of the committee on the budget, taxes, banks and finance.

1995 - 1999 - the deputy of the State Duma of the Russian Federation of the second convocation, the chairman of subcommittee under the tax law, Committee on the budget, taxes, banks and finance, the deputy manager of the deputy group "Russian regions", the member of board of the Ministry of Taxes and Tax Collection of the Russian Federation.

1998 - the prime minister S. Kiriyenko offered Orlova a post of the chairman of State committee for fisheries of the Russian Federation, however she refused as she ran for the governor of Primorye, but under a cover-up was removed from registration one day before vote.

2000 - 2001 - the vice president of Ltd NPO Krosna, the vice-chairman of Parliamentary club, the member of political council of a batch Unity.

November, 2001 - at the initiative of the governor of Kuzbass Aman Tuleyev it is elected the member of the Federation Council of Federal Assembly of the Russian Federation from Council of People's Deputies of the Kemerovo region, the First Deputy Chairman of the Committee of the Federation Council of Federal Assembly of the Russian Federation on the budget.

January, 2004 - it is elected the Deputy Chairman of the Federation Council of Federal Assembly of the Russian Federation. Was a part of Committee of the Federation Council of Federal Assembly of the Russian Federation on the budget.

Plenipotentiary of the Federation Council in the State Duma, in the Russian Government Commission on Lawmaking.

Represents the Federation Council of Federal Assembly of the Russian Federation in coordinating and advisory bodies under the President of the Russian Federation, the Government of the Russian Federation, federal executive authorities.

Took part in development over 70 bills, including the Tax Code of the Russian Federation.

On January 21, 2011 - took part in opening of the forum "Strategy 2020" in Tver. Participated in a section meeting "Strategic planning: development of the country and region"^[1].

On November 21, 2011 - took part in work of "a round table" on "About a Status and Upgrade of Housing and Communal Services of Tula Region" in Tula^[2].

On December 07, 2011 - made a speech at the ceremonial meeting devoted to the 20 anniversary of the Interstate Aviation Committee^[3].

On September 26, 2012 - made a speech at the Third Congress of Women of Azerbaijan which takes place in Baku. Heads the Russian delegation^[4].

2012 - took part in work of the All-Russian^[5].

On March 24, 2013 - the decree of the President of the Russian Federation it is appointed the acting as the governor of the Vladimir region.

The chairman of Legislative Assembly of the Vladimir region Vladimir Kiselyov (United Russia fraction) so commented on Svetlana Orlova's appointment of the acting governor:

"I positively estimate Svetlana Orlova's appointment of the acting as the governor of the Vladimir region. We are familiar with Svetlana Yurevna on joint work in a batch United Russia long ago. I know it as very competent specialist understanding practically all industries of social and economic life as policy with wide experience and potential. It is very important that Svetlana Orlova deeply knows questions of housing and communal services, I am sure: we will be able quickly and qualitatively to solve those problems which exist in the system of housing and public utilities of the Vladimir region today with its help. The extensive experience of work of Orlova in the central authorities, undoubtedly, will promote attraction to the Vladimir region of additional resources from the federal center, including budget - through active participation in different federal programs..."^[6]

On September 8, 2013 won a victory on governor's elections, having received about 75% of votes. On September 23, 2013 officially entered the governor's position.

In the uniform voting day on September 9, 2018 collected 36.42% of the votes participating in elections and succeeded to the second round. Lost elections, having received 37.46%.

Powers ended on October 8, 2018, in the inauguration day of the new governor.

On November 23, 2018 on representation of the President of Russia ^[7] is appointed by the Federation Council to a position of the auditor of Accounts Chamber of the Russian Federation].
