Biography
Graduated in 2002 from MATI - the Russian state technology university of K.E. Tsiolkovsky in "Information science and ADP equipment. Automated information processing systems and managements"; in 2003 – the Manchester university in Great Britain in "Management and information systems".
Since 2003 worked as the analyst, the consultant of the Moscow representative office of Accenture.
In 2006-2009 - the consultant, the managing IBM consultant Vostochnaya Europe / Asia.
From 2009 to 2012 worked in the Russian Government's Department of Economics and Finance; in 2011-2012 - the associate director of the Russian Government's Department of Economics and Finance.
2012: Deputy Minister of Economic Development of the Russian Federation
Since July, 2012 - the adviser to the Minister of Economic Development of the Russian Federation.
The order on Ministry of Economic Development Russia and according to the order of the Russian Prime Minister of August 1, 2012 No. 1394-r Osipov Leonid Viktorovich is appointed the Deputy Minister of Economic Development of the Russian Federation.
Right after appointment it became known that the Deputy Minister of Economic Development Leonid Osipov will implement the system of project management in the Ministry of Economic Development. He told about it to journalists during the fact-finding conversation. According to him, the head of department Andrey Belousov designated for it three main units of competences, and in fact it is implementation of project approach in management of the ministry.
"We describe important activities of the ministry in the form of projects now: we formulate the purposes, tasks, actions, interrelation between them", - Osipov told. Further the department subordinated to it will conduct monitoring of accomplishment of these projects, to prepare the corresponding statistics, to estimate risks and to develop methods of their minimization. "Well, it is classical project management office/office of project management / which exists in business, and we are going it to implement in the Ministry of Economic Development", - the new deputy head of the MEDT of the Russian Federation explained.
Also coordination of assessment of state programs in the Russian Federation will belong to its duties.
"Let's look how state programs, and department which I will supervise are described will be engaged in their assessment from the methodological point of view", - he noticed.
One more block of competence of Osipov, according to him, - creation "nobody Competence Center" according to investment projects. "Now we begin with projects of VEB which within preparation for the supervisory board, get to the ministry, and further we are going to be connected to work on implementation of technical and price audits and also public discussion on projects from 1.5 billion rubles", - told the deputy minister. After its department will expand the activity.
It is supposed that for system implementation of project management to the ministry a number of employees will come from the corporate sector, from business which were engaged in project activity, the organization of project offices. "Therefore I hope that here / in the ministry / corporate such culture, project management we will implement", - Osipov concluded.
2013: Deputy head of expert management of Presidential Administration
On September 10, 2013 the prime minister of the Russian Federation Dmitry Medvedev relieved the Deputy Minister of Economic Development Leonid Osipov of the post in connection with a job change. The corresponding order was published on the website of the government.
On the same day it became known that Leonid Osipov goes for work to expert management of the Russian President Administration which was headed until recently by Ksenia Yudayeva. He reported about it to ITAR-TASS. Earlier it became known that the president Vladimir Putin relieved Yudayeva of the post. Osipov specified that he will hold a post of the deputy head of management and at a new position will supervise issues of development of the industry.
In the spring of 2017 is the head of subgroup Management system in the working group on development of the Digital Economy program.
