Biography

Having ended 7 classes of high school, in 1951 went to work in the Kherson Broadcasting network and continued study at evening school of young workers. Actively plays sports. In 1952 and 1953 there is the champion of TsS DSO a Petrel, and the champion of Ukraine in kayak rowing. Is a Master of Sports of the USSR. In 1954 it is called up for active duty in a division signal battalion. In army received military specialty - the Radio telegraphist of 1 class.

In 1960 Graduated from the Ulyanovsk highest military engineering college of communication of G.K. Ordzhonikidze. In 1970 - Military academy of communication Decorated with the Order of the Red Banner of the Order of Lenin in "military communication".

Work in Armed forces

From 1954 to 1993 underwent active duty at different positions in divisions and parts of communication from the soldier to the general. Was involved in the Afghan war as the adviser to the chief of communication of the Afghan national army.

From 1989 to 1992 - the deputy chief of communication of Armed forces of the USSR.

From 1992 to 1993 - the chief of communication – the deputy chief of the headquarters of the Joint Armed forces of the CIS. Finished military career in the lieutenant general's rank.

Work in the Ministry of Communications

In 1993 it was invited to work in the Government of the Russian Federation. Since 1993 Ostrovsky is a Deputy Minister of Communications of the Russian Federation. On August 5, 2002 to him the rank of the Hero of the Russian Federation for the courage and heroism shown at execution of an office debt in the conditions of integrated to risk for life is given. Eduard Ostrovsky became the first worker of the communications industry of Russia awarded the Gold Star of the Hero of the Russian Federation.

From 1995 to 2002, being the Deputy Minister of Telecom and Mass Communications of the Russian Federation, was engaged in recovery and the organization of communication in the Chechen republic. Under its management in difficult combat conditions it was succeeded to create high-quality communication in the republic. All regional centers of the republic were covered by digital radio relay stations and stations of satellite communication, on all areas communication hubs the latest digital exchange and switching equipment is installed, more than 500 km of the fiber-optic communication line are laid. At Ostrovsky for the first time in Russia in Chechnya the "closed" mobile communication earned.

Executive positions in business companies

Since 2002 and for more than 10 years Eduard Ostrovsky was the Deputy CEO MegaFon on implementation of special programs and interaction with state bodies.

Since September, 2014 - the vice president of MFI Soft company.

Awards

Eduard Ostrovsky became the first worker of the communications industry in Russia awarded the Gold Star of the Hero "for the courage and heroism shown at execution of an office debt in the conditions integrated to risk for life".

The lieutenant general in resignation, the gentleman of three awards — the Red Star, an award of Courage and an Order of Honour and also other war decorations (including — the Republics Afghanistan) it, according to him, "all life in "communication".

All stages of your labor activity are connected with projects in the field of professional communication. You became the first worker of communication in the country awarded the Gold star of the Hero of Russia. Tell, please, about your military experience.

Behind my shoulders – hot spots of Afghanistan and Chechnya, service in the Transcaucasian military district. For a long time I headed works on recovery and construction of communication systems in the Chechen Republic which had the importance for the fastest end of war, establishing peaceful life on the Chechen earth and recovery of its social and economic sphere. It was necessary to work in very difficult conditions: at that time in the republic there was fighting.

We were one command and could make a lot of things together. Today thanks to dedicated work of operators in Chechnya and in other hot spots act the most advanced communication technologies on the basis of the modern equipment. In emergency situations, as well as in the war, communication solves everything. Taking an opportunity, I want to express gratitude to all military operators who, despite threat of life, with honor carried out a government task of recovery of communication networks, TV and broadcastings.


In the first Chechen campaign we had big losses among the military personnel in many respects because interaction between different security agencies (The Ministry of Defence, the Ministry of Internal Affairs, FSB, etc.) was performed through open channels of a radio communication. Fighters could listen freely to them and learn about the preparing transactions, places of dislocation of divisions and routes of the movement. That is why in 2001 under the decree of the Russian President deployment of a special federal subsystem of confidential cellular communication based on the GSM standard that all special forces of different departments could interact with use of the closed radio channels began.

The first fragment of this system was created in the territory of the Southern Federal District and began to be used actively by law enforcement agencies during counter-terrorist operations in the Chechen Republic. When using of the closed cellular communication losses of staff and technicians as bands lost an opportunity to wiretap our conversations sharply were reduced.

Questions of the data protection transferred in cellular transmission networks remain relevant also today. Therefore services of confidential communication are demanded by executive authorities, emergency services and law enforcement agencies (the Ministry of Internal Affairs, the Ministry of Emergency Situations, FSB) and also the commercial enterprises interested in communication security.


I was invited in Tetrasvyaz in 2009. It was the stage of change of the owner and the development strategy of the company. The St. Petersburg entrepreneur Nikolay Ponomarev for whom it was the first experience in a telecom, besides in such responsible area as PMR became the new owner of Tetrasvyaz.

Considering that at this time the MegaFon company became the winner in tender on provision of services of cellular communication at the Winter Olympic Games of 2014 and the same competition on the organization of an operative trunking radio communication was won by Tetrasvyaz, the head of MegaFon Sergey Soldatenkov did not object when Ponomarev suggested to appoint me to the position of the chairman of the board of directors of Tetrasvyaz. It allowed to coordinate more effectively actions of the companies in questions of the organization and provision of services of communication to state bodies and law enforcement agencies during preparation and holding the Olympic Games in Sochi.

One more important issue which I supervised as the chairman of the board of directors, – formation of a new team of managers capable to put in motion development of a professional trunking mobile radio communication in our country. As a result Tetrasvyaz was headed by Alexander Moldavanov, too the military operator. For short term he could create capable collective which led the regional operator into the lead. Tetrasvyaz turned into the federal operator. The new command could not only develop operator business, but also master the new directions: construction of networks, system integration. One of the large projects of the company implemented recently – network of a professional radio communication TETRA for the APEC summit of 2012 in Primorsky Krai.

Success of Tetrasvyaz is promoted by the strategy which is correctly selected by Board of Directors: creation of a national telecommunication resource which would integrate all emergency services and power ministries of the country in a uniform information field. And, of course, right tactics: Tetrasvyaz executes the majority of projects in interaction from the Ministry of Telecom and Mass Communications of the Russian Federation.

The main consumers of an operative trunking mobile radio communication are special user groups for which safety of communication, first of all protection against unauthorized listening, is one of the main requirements. Proceeding from it, FSB set the task to develop the domestic security terminal of a mobile radio communication. Tetrasvyaz in partnership with Informtechnika noun company created a prototype of such terminal. In the nearest future is going to begin serial production of this equipment. Thus the gap in protection of radio exchange against unauthorized listening will be closed.
