Tetrasvyaz

Based on a resource of the TETRA networks unrolled by forces of the company creation of automated control systems for forces and means of emergency services and security agencies in territories of St. Petersburg, Vladimir, Belgorod, Kaliningrad, Chita, Petropavlovsk-Kamchatsky and other cities is performed.

The TETRA network unrolled by forces of Tetrasvyaz company in St. Petersburg and suburbs is a basis of functioning of the Single system of an operative trunking communication (ECOTP) integrating authorities, law enforcement agencies and emergency services and also provides needs of a number of industry and commercial enterprises of the city. To satisfy the increasing needs of the state and business, the decision to carry out upgrade which will allow to increase the capacity of network and to considerably expand a range of communication services was made. Now TETRA network to provide a stable relation in all districts of St. Petersburg, including key automobile routes - "ring roads", "Road of Life", Moscow and Pulkovskoye Highway. Upgrade of network as a part of 26 base stations will come to the end by the end of 2010.

Functionality of the TETRA standard ensures round-the-clock smooth operation of networks of a ligature, including in emergencies, the guaranteed establishment of instant connection, protection of the transmitted data, resistance to peak loads and failures. Thanks to the advantages today the TETRA standard serves for the organization of the systems of a professional radio communication in the majority of the countries of Europe, and Russia actively approaches the European practice. Interest of the state on behalf of the Ministry of Emergency Situations, the Ministry of Internal Affairs and executive authorities in a high-quality and reliable communication and the choice of the standard for large-scale telecommunication projects contributes to the development of services on the basis of the standard.

The main feature of development of TETRA in Russia is use of the standard as the transport environment at creation end-to-end systems of monitoring, security and management. Possibilities of the standard allow including to transfer navigation data from the GLONASS satellites. One of the innovative complete solutions in this segment - the Mobile Communication hub based on the car of the increased passability which allows to develop quickly network segment of TETRA in any place and to perform data transmission using the terminal of satellite communication in command centers (for example, the situational center of the governor). Also information on new products of the infrastructure equipment TETRA which will be made on domestic industrial platforms was provided in the report. Distinctive feature of devices under the GAMMA trademark is the built-in module GLONASS and high technical utilization properties.

Further perspectives of development of the standard are connected with transition to the new release of TETRA-2 providing higher data transfer rate and expansion of a zone of a radio covering.

History

By the end of 2010 the company completed all installation and construction works on this project and now performs a commissioning and testing of the equipment. Input of network in trial operation is planned for the II quarter 2011, full-scale commercial operation of network is planned for the III quarter 2011. Capacity of the existing network will be about 15,000 subscribers.

Within a pilot zone of TETRA network testing of the domestic equipment TETRA-GLONASS which allows to provide services of monitoring of moving objects along with an operative radio communication will be used and to transfer navigation data on secure channels of communication. One of the perspective directions of use of the equipment TETRA-GLONASS - implementation of state programs "112" and "ERA-GLONASS", directed to increase in health and safety and support of domestic technologies and solutions.

Based on TETRA network emergency services (services Ministry of Emergency Situations and Municipal Department of Internal Affairs, fire services, services housing and public utilities, "emergency medical service") and executive authorities of the region will be united in uniform infocommunication space. In the nearest future interface of TETRA network to the Decision Making Command Center (DMCC) of the Governor of MO is planned that will allow to provide coordination of actions of different departments from uniform command center both in daily activity, and at mitigation of consequences of emergencies.
