He directly supervised emergency rescue operations at the site of the A-310 aerobus disaster in the area of Mezhdurechensk, Kemerovo Region; elimination of the consequences of the earthquake in the Kuril Islands (1994), the plane crash of the Il-76 transport aircraft in the suburbs of Abakan (1996).
Under his leadership, humanitarian supplies and construction materials were delivered to the flood-affected city of Lensk (2001), extinguishing large forest fires in the Chita region (2003) and eliminating the consequences of the earthquake in the Altai Republic (2003) and other emergencies[2].

2024: Detention
On August 29, 2024, the Main Military Investigation Department of the Investigative Committee of Russia announced the initiation of a criminal case against the former Deputy Minister of Defense of the Russian Federation, Reserve Army General Pavel Popov. The man was detained on suspicion of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation).
Popov was appointed Deputy Minister of Defense of the Russian Federation by presidential decree of November 7, 2013. He was subordinate to the Main Directorate for Research and Technology Support of Advanced Technologies (Innovative Research) of the Ministry of Defense, as well as the Main Directorate for the Development of Information and Telecommunication Technologies and the Main Research Test Center for Robotics of the military department. Popov was relieved of his post and dismissed from military service in June 2024.
According to the investigation, in 2021-2024, Popov, responsible for the development, maintenance and operation of the Patriot park, was enriched at the expense of this institution, acting together with the director of the park Vyacheslav Akhmedov and Deputy Head of the Main Directorate for Innovative Development of the Ministry of Defense of the Russian Federation Vladimir Shestov. It is alleged, in particular, that Popov organized the implementation of construction and repair work, as well as the supply of various material assets to himself in a suburban area in the Krasnogorsk district of the Moscow region at the expense of the named park.
In addition, as stated in the materials of the UK, through his subordinates, Popov forced the heads of commercial organizations with contractual relations with Patriot to carry out construction and installation work in his cottage without paying them. After the construction of the house and the improvement of the territory, Popov served his plot of about 3 hectares at the expense of the park.
The investigation also found that, in addition to this cottage, Popov and his family members own numerous real estate objects in prestigious areas of Moscow, the Moscow region and the Krasnodar Territory. Their total cost exceeds 500 million rubles.[3]

According to him, the document involves the introduction of an integrated approach in the event of emergency situations. That is, rescuers, firefighters, police, ambulance doctors or other specialists will be able to help people calling 112, depending on the nature of the problem[5].
2012 - at a meeting of the Council of Chief Designers AIUS RSChS awarded Vladimir Bakin, Executive Director for Business Area "Integrated Communication and Security Systems" and Alexander Tsymbal, General Director of NPK VT and SS CJSC, with the jubilee medal "XX YEARS OF EMERCOM OF RUSSIA."
Awards and titles
By decree of the President of the Russian Federation No. 751 of June 12, 2004, Pavel Popov was awarded the military rank of Colonel General.
He was awarded the orders "For Service to the Motherland in the Armed Forces of the USSR" of 3 degrees, "For Military Merit," the medal of the Order "For Merit to the Fatherland" of 2 degrees, and many other medals.
By a decree of the President of Russia of December 11, 2015, he was awarded the military rank of army general.
