Arrest on charges of taking bribes from road camera supplier
In October 2024, the Basmanny District Court of Moscow arrested the former deputy governor of the Bryansk region, Alexander Petrochenko, on charges of receiving a bribe in the amount of ₽20 million. The official who oversaw regional security issues was elected a preventive measure in the form of detention until December 14, 2024.
According to Kommersant, the criminal case was initiated by the Main Investigation Department of the Investigative Committee of Russia under part 6 of article 290 of the Criminal Code of the Russian Federation, which provides for up to 15 years in prison. Petrochenko was detained after an inspection initiated by Governor Alexander Bogomaz.
The case is related to the investigation of corruption in the state institution "Safe Region," which is engaged in the maintenance of security systems in the Bryansk region. In July 2024, the head of the technical department of the institution, Yevgeny Tsukanov, and businessman Valery Lobanov were arrested.
According to the investigation, in the period 2021-2023, the defendants organized a scheme for the partial execution of state contracts for the installation of cameras for fixing traffic violations with their full payment. Damage to the budget is estimated at ₽9 million.
In addition, the management of the Safe Region contributed to the early termination of the contract with a bona fide company, which caused it losses in the amount of ₽19 million. During the investigation, it turned out that the entrepreneur gave a bribe to Petrochenko for general patronage.
Alexander Petrochenko headed the Department of Regional Security since 2019, and in 2022 he was appointed Deputy Governor. He was fired on September 19, 2024, the day before, the President of Russia awarded him the medal of the Order of Merit for the Fatherland, II degree.
The investigation insisted on the detention of the ex-official, fearing that at large he could use communications in state authorities and law enforcement agencies to counter the investigation.[1]
Seizure of property
In November 2024, the Basmanny Court of Moscow seized the property of the former deputy governor of the Bryansk region, Alexander Petrochenko, as part of a criminal case on receiving a bribe on an especially large scale. The accused was detained red-handed while receiving illegal remuneration.
According to RIA Novosti, the court granted the request of the investigation for interim measures against the property of the ex-official. A specific list of seized assets in the court was not disclosed.
Alexander Petrochenko, previously expelled from the government of the Bryansk region, has been in custody since October 16, 2024. The detention period is set until December 14, 2024. The Moscow City Court rejected the appeal of the defense to change the preventive measure to a softer one.
The former deputy governor was charged under part 6 of article 290 of the Criminal Code of Russia (taking a bribe on an especially large scale). According to the current legislation, this crime provides for punishment in the form of imprisonment for a term of 8 to 15 years.
Petrochenko's defense during the court hearings appealed to the defendant's age, close to retirement, the presence of heart problems and existing state awards. However, the prosecutor's office insisted on maintaining the previously chosen preventive measure in the form of detention.
The governor of the Bryansk region, Alexander Bogomaz, confirmed the inspection against a former member of the regional government by the FSB of Russia in the Bryansk region. The criminal investigation is ongoing.[2]
2026: Sentence - 10 years of strict regime for bribes for installing road cameras
On March 13, 2026, the court found the former deputy governor of the Bryansk region, Alexander Petrochenko, guilty of taking a bribe on an especially large scale. He was sentenced to 10 years in prison in a maximum security colony.
The court found that from 2021 to 2024, the official received a bribe from an individual entrepreneur in the amount of 20.8 million rubles. The funds were transferred for assistance in concluding state contracts, as well as for unhindered acceptance of goods and work on them. As follows from the materials of the case, the entrepreneur improperly fulfilled his obligations to install video recording systems for traffic violations.
In addition to the real term, Alexander Petrochenko was fined in the amount equivalent to the amount of the bribe. He is also deprived of the medal of the Order of Merit for the Fatherland, II degree. For four years, a former civil servant is prohibited from holding positions related to the performance of the functions of a representative of power, administrative, economic and organizational and administrative powers.
The criminal prosecution of Alexander Petrochenko was the result of an investigation into a corruption scheme in the state institution "Safe Region." The organization is engaged in the maintenance of information systems that ensure security in the Bryansk region, and is subordinate to the department, which was previously supervised by the official.
