2024: Recovery by the court of 21 billion rubles

On October 4, 2024, the Savelovsky District Court of Moscow satisfied the civil claim of the Deposit Insurance Agency (DIA) against the former heads of the Transport Bank. Among the defendants are ex-chairman of the board Elena Pletneva, her deputy Lilia Malyutina and three bank employees - Alexander Sentyakov, Oksana Avdyukova and Irina Makarova. In total, more than 21 billion rubles were recovered from them.

The Bank of Russia revoked the banking license from KB Transport LLC in 2015 due to the fact that "the credit institution was involved in conducting transit dubious operations in large volumes." The Moscow Arbitration Court declared Transport bankrupt in June 2015. It was said that the difference between the amount of liabilities and assets of the bank was about 21.4 billion rubles.

In 2019, the Prosecutor General's Office reported that a number of Transport employees and their accomplices would appear before the court on charges of embezzlement of almost 22 billion rubles. According to investigators, in 2013 Pletneva, together with accomplices, created an organized group to steal funds. They involved Malyutina, adviser to the chairman of the board of Sentyakov, director of the operations department Avdyukova, director of the retail underwriting department Makarova, as well as Vyacheslav Chikalin, Maxim Anokhin and other employees of the bank, in illegal activities. The defendants were suspected of issuing deliberately bad loans and withdrawing assets, in particular, replacing liquid assets with illiquid securities. In total, 103 loans were issued to "technical" borrowers, three of which are non-residents of the Russian Federation.
