Airat Rakhmatullin was born in February 1987 in the village of Uguzevo, Birsky District, Republic of Bashkortostan.

Education

Career

2011-2018

In 2011-2016 - neurologist of the Republican Clinical Hospital named after G. Kuvatov.

In 2017-2018, he was a leading specialist in the department for organizing medical care for the adult population of the Ministry of Health of the Republic of Bashkortostan.

In 2018 - Chief Specialist of the Department for Project Activities of the Ministry of Health of the Republic of Bashkortostan.

2018-2021

In 2018-2021 - Deputy Chief Physician, Chief Physician of the Dyurtyulinsky Central District Hospital.

In 2021, he became the chief physician of the Ufa City Clinical Hospital No. 18.

2022: Appointment as Minister of Health of Bashkortostan

At the end of May 2022, by decree of the head of the Republic of Bashkortostan, Radiy Khabirov, Airat Rakhmatullin, who had previously worked as the head physician of the Ufa City Clinical Hospital (GKB) No. 18, was appointed Minister of Health of the region. He also worked as a leading expert of the department for organizing medical care for the adult population of the Ministry of Health of Bashkiria, the chief specialist of the department for project activities.

The former head of the department, Maxim Zabelin, was appointed head of the administration of the head of the republic at the end of March 2022. The duties of the head of the Ministry of Health were performed by First Deputy Minister Azat Rakhmatullin.[1]

2024: Fine for not achieving the goals of the national project

On October 9, 2024, it became known that the prosecutor's office of Bashkiria issued a decision to impose a fine on the acting Minister of Health of the Republic, Airat Rakhmatullin. The reason for the administrative penalty was the failure to achieve the targets of the national project "Health."

According to Kommersant, the head of the regional Ministry of Health was held accountable for violating the conditions for spending interbudgetary transfers in accordance with part 3 of article 15.15.3 of the Code of Administrative Offenses of the Russian Federation. The amount of the fine amounted to ₽10 thousand.

The prosecutor's office found that in 2021, an agreement was concluded between the Ministry of Health of Russia and the Government of Bashkiria on the provision of subsidies for the construction and repair of medical facilities, as well as the purchase of equipment for primary health care institutions. However, due to insufficient control by the regional Ministry of Health, a number of measures were not implemented on time.

In particular, the construction of the city hospital No. 9 in the Ufa microdistrict Zaton has not been completed, 22 medical institutions have not been overhauled and more than 3 thousand units of medical equipment have not been purchased. These violations were recorded in December 2022 and during 2023.

The press service of the Ministry of Health of Bashkiria commented on the situation, stating that all noted cases of changes in deadlines are formal or technical in nature and do not have a significant impact on the result of the events. The ministry emphasized the scale of the republic's health care system and the need for constant attention to infrastructure.

According to the Ministry of Health of Bashkiria, in 2022-2023, major repairs were carried out in 34 healthcare facilities in the amount of more than ₽156 million, and more than 3 thousand units of medical equipment were installed. The agency noted that the implementation of projects is influenced by the peculiarities of tenders and delays in deliveries due to external factors.

The Ministry of Health of Bashkiria also reported that the decision of the prosecutor's office to impose a fine on Ayrat Rakhmatullin has not yet entered into legal force.[2]
