2022: Wanted list in the case of the supply of ventilators for 24 million rubles

On this fact, the Investigative Unit of the Main Directorate of the Ministry of Internal Affairs of Russia for the North Caucasus Federal District initiated a criminal case on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation "Fraud."

As part of further investigative actions, the involvement of the former Deputy Minister of Health of the Republic of Dagestan, who organized a fictitious collection of commercial proposals, concluded and signed a state contract for the supply of artificial lung ventilation devices, was established.

In the future, the official instructed the chief doctor of the hospital to accept ventilators, being aware that this institution does not need to be equipped with these devices due to the absence of applications to the Ministry of Health of the RD, and that these devices do not meet the requirements of the technical specification of the state contract. After that, officials signed acts of acceptance and commissioning of equipment.[1]

2023: Suspicions of taking bribes worth 87 million rubles

On October 18, 2023, the Investigative Department ICR Republic of Dagestan health care for announced the initiation of a criminal case against the former deputy minister of the region. He is accused of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). The TFR did not name the suspect. According to the investigation, in the period from January 2019 to December 2021, the suspect, through an intermediary, while in Makhachkala, received bribes from an individual entrepreneur in the form of money in the amount of 10% of the total amount of each state contract concluded during the specified period of time by the Ministry of Health of Dagestan for the supply of medical equipment, and in total received at least 87.7 million rubles. Then the official allegedly instructed the head physician of the medical center to accept this equipment, although he knew that this institution did not need ventilators. The suspect was also aware of the non-compliance of the devices with the requirements of the terms of reference of the state contract, but officials still signed acts of acceptance and commissioning of equipment.[2]

2024: Person involved in the bribe case

At the end of July 2024, it became known that a new criminal case was initiated against the former Deputy Minister of Health of Dagestan Mazai Ramazanov. He is suspected of receiving a bribe on an especially large scale.

It is reported that the process was initiated by the first department for the investigation of especially important cases of the Investigation Department of the Investigative Committee of Russia in the Republic of Dagestan based on materials from the Economic Security Service (SEB) of the FSB of Russia and the Department of Economic Security (UEB) and Anti-Corruption (PC) of the Ministry of Internal Affairs. According to investigators, in December 2020, the suspect received a bribe of 400 thousand rubles from the director of a commercial organization for facilitating a state contract for the supply of specialized medical nutrition in conclusion with the Ministry of Health of the region.

Former Deputy Minister of Health of Dagestan became a defendant in a bribe case

The case was initiated under Part 5 of Art. 290 of the Criminal Code. Such crimes are punishable by a fine of 2 to 4 million rubles, or in the amount of the convict's salary or other income for a period of two to four years, or in the amount of 70 to 90 times the amount of a bribe with deprivation of the right to hold certain positions or engage in certain activities for a period of up to 10 years or imprisonment for a period of 7 to 13 years with a fine of up to 60 times the amount of a bribe.

At the same time, a criminal case was initiated against the bribe giver under paragraph "b" of Part 4 of Art. 291 of the Criminal Code of the Russian Federation. In this case, the fine can be from 1 to 3 million rubles. The defendant also faces imprisonment for a term of 7 to 12 years.[3]
