Biography

Mayor of Sevastopol

On February 23, 2014 the entrepreneur Aleksei Chalyi is selected by the mayor of Sevastopol on the people's assembly which passed at Nakhimov Square. Since 1992 in Sevastopol elections of the mayor were prohibited. The mayor was appointed by Kiev^[1].

"We will protect the city and we will not allow anybody to dictate to us the terms, especially to nationalists" — said Roan.

More than 20 thousand people left on February 23, 2014 in the center of Sevastopol to express no confidence in city council and the Party of Regions. The audience demanded to protect the city from revolutionaries and expressed readiness to register in national teams to resist to extremists.

It was planned that Roan will start accomplishment of the duties in the building of city council on Sunday February 23, 2014.

Acting governor of Sevastopol

On April 1, 2014 deputies of Legislative assembly of Sevastopol decided that a management official of the new territorial subject of the federation is the City governor of Sevastopol in which powers — independently to define structure of executive authorities of the city of Sevastopol and to appoint heads of the specified bodies. In the same day they unanimously made the decision on Aleksei Chalyi's appointment the acting as the city governor. Aleksei Chalyi reported that the operating system of executive power in Sevastopol will exist not longer than month, and the new Charter of the city corresponding to the Russian legislation will be adopted up to the end ^[2].

Deputies recognized the become invalid decision of the Sevastopol city council No. 7147 of 2/24/2014 "About creation of executive body of the Sevastopol city council of the Sevastopol municipal government of ensuring life activity of the city"^[3][4][5].

On April 14, 2014 at a meeting of the Russian President Vladimir Putin Novym with being the deputy commander the Black Sea Fleet of the Russian Federation the vice admiral Sergey Menyaylo and the acting governor of Sevastopol Aleksei Chalyi it was announced that Menyaylo will be appointed the acting as the governor of Sevastopol. Suggested to appoint it the Chalyi who suggested to create the agency of strategic development which he also is ready to head^[6] in Sevastopol^[7].
