2024: Appointment as CEO of Kuban Oil and Gas Company

In September 2024, Roman Panov became the head of the Kuban Oil and Gas Company (KNGK), which manages the Krasnodar Ilsky Refinery.

According to Kommersant, Panov took office on September 20, 2024. The press service of the company explains the change in management primarily by a change in the management structure. Ilsky Refinery will merge with its service companies as part of KNGK Holding.

According to one of the interlocutors of the publication, Panov is well acquainted with the oil and gas industry and has experience working with problematic assets, although mainly in the exploration industry. For Rosgeology, which he headed in 2013-2019, the top manager managed to achieve privileges under state contracts for the study of subsoil, he added.

The publication of Kommersant says that the Ilsky refinery is undergoing modernization, after the completion of which it plans to begin production of marketable gasoline. According to the KNGK, 70 billion rubles were invested in the project. The refinery faced a rise in the cost of the project due to sanctions, in connection with which it was necessary to look for new suppliers of equipment, as well as with a deterioration in the profitability of oil refining. As a result, initial plans to complete the upgrade have been adjusted. After the arrival of Mister Panov in the KNGK, the position of first vice president was taken by the general director of the company Pavel Yurchenko, and the former president Dmitry Moskovchenko headed the board of directors.[1]
