2023: Resignation from the post of deputy head of the FFOMS

In August 2023, Prime Minister Mikhail Mishustin signed a decree that dismissed Alexander Ryzhikov, deputy chairman of the Federal Compulsory Medical Insurance Fund (MHIF). The reason for the resignation is the request of the official himself, follows from the document. New appointments to this position were not reported by August 22, 2023.

There is no information in open sources about where Ryzhikov previously worked. According to the MHIF website, in the department he was responsible for the work of two departments - digital transformation and information security. Ryzhikov's only public appearance occurred in March 2023, when the first Russian TFOMS was opened in the Luhansk People's TFCMI. Then he congratulated his colleagues and took part in the first honorary presentation of the compulsory medical insurance policy.

According to the staffing table, the head of the MHIF may have seven deputies. However, one of the posts remained vacant since March 2023, after Elena Suchkova, who had worked in the fund since 1997, left it.

By August 22, 2023, the head of the FFOMS has five deputies, although by the end of 2022 there were seven. Other personnel changes have occurred: the head of the fund, Ilya Balanin, has two more advisers - Balanin's former colleague in the government of the Yaroslavl region, Olga Korovnikova, and Alexander Dubasov, adviser to the director of TsNIIOIZ, who is responsible for digital transformation. In addition, the director of the Department for the Modernization of the Compulsory Medical Insurance System was appointed - he became the deputy head of the division Marina Baklashova, and a new department appeared - the organization of expertise in the compulsory medical insurance headed by the director Elvira Stepanova, who transferred to the post from the Office for the Protection of Citizens' Rights.

In August 2023, Ilya Balanin decided on a new composition of FFOMS representatives in federal districts and updated the regulation on the work of these specialists.
