2024: Appointment of Deputy Minister responsible for digitalization

On December 16, 2024, the head Ministry of Defence Russia Andrey Belousov identified the deputy minister responsible for digitalization. Oleg Savelyev will oversee the corresponding direction.

Among other things, he will have to change the procedure for working with appeals. We are talking about the formation of a "feedback" system for military personnel and their families with the Ministry of Defense. This, as noted, is a key direction in terms of timely identification and response to systemic problems, primarily in the field of protecting the rights of military personnel. The essence of the new approach is to move from working with appeals directly to solving issues. The appeal is removed from control only after confirming the solution of the problem by the applicant himself or if it is impossible to do this in principle.

As part of the initiative, it is planned to introduce a digital system that will allow you to track the status of each appeal - from its submission to execution. Regulations for the work of military command and control bodies with appeals at all stages will be adopted. In addition, the department intends to implement the possibility of the applicant assessing the quality of the solution to the problem.

Savelyev will have to create a system of motivation for officials, ensuring compliance with the deadlines and consideration of issues on the merits. In addition, he will be responsible for implementing a monitoring and analysis platform for issues raised in appeals in order to identify and solve systemic problems.

Another area of ​ ​ Savelyev's work is the creation of a unified digital environment for the Ministry of Defense. It is necessary to form the appearance of the information system, functional and technical requirements; develop a target architecture based on domestic hardware and software solutions; ensure the implementation of information systems for basic processes.[7]
