Biography
2022: Arrest in the case of a bribe in the amount of 180 thousand rubles
At the end of June 2022, the Office of the FSB of the Russian Federation in the Smolensk Region announced the identification of a bribe-taking scheme by an employee of Smolensk State Medical University. Criminal cases were initiated against the head of the contract service of the university on suspicion of taking bribes (paragraph "c" part 5 of Art. 290 of the Criminal Code, part 3 of Art. 290 of the Criminal Code), as well as in relation to intermediaries in bribery (paragraph "b" part 3 of article 291.1 of the Criminal Code of the Russian Federation, part 2 of article 291.1 of the Criminal Code of the Russian Federation) and a bribe giver (clause "b part 4 of article 291 of the Criminal Code of the Russian Federation).
According to the investigation, in the period from September 2020 to June 2022, the head of the contract service of the educational institution for assisting in the conclusion of direct contracts and contracts for the supply of goods and the provision of services received a bribe from a local resident through an intermediary in the form of money totaling over 158 thousand rubles. According to local media, we are talking about an employee of Smolensk State Medical University Ekaterina Selchenkova.
In addition, during the specified period of time, an employee of the university received from a representative of a number of Smolensk organizations through two intermediaries a bribe in the form of money totaling over 25 thousand rubles for assisting in the conclusion of direct contracts and contracts for the supply of goods and the provision of services.
Investigators of the Investigative Committee, together with employees of the regional departments of the Ministry of Internal Affairs and the FSB, conducted searches at the place of work and residence of the defendants in the criminal case. Seized funds, documents, computer equipment, mobile phones and other items that can serve as means to establish the circumstances of the criminal case.
At the request of the investigation, the court chose preventive measures in the form of detention in relation to two intermediaries in bribery, in the form of house arrest in relation to the bribe-taker and bribe-giver.[1]
2024: Sentence - 6 years in prison for bribes
On January 16, 2024, a court in Smolensk sentenced Oleg Mashurov, the wife of Ekaterina Selchenkova, the former head of the contract service of Smolensk State Medical University (Smolsk State Medical University), to five years in a strict regime colony. The man was found guilty of 26 episodes of crimes under Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery), and two episodes of crimes under Art. 291 of the Criminal Code of the Russian Federation (giving a bribe).
According to the case file, in the period from April 2019 to June 2022, Mashurov received information from Selchenkova about the presence of applications for the supply of goods and the provision of services in Smolsk State Medical University. Then the man provided this information to business entities, with which contracts were subsequently concluded on the terms of transferring a bribe in a pre-agreed amount - from 26,900 to 1,443,000 rubles, or 10% of the contract value. This, according to the investigation, excluded the choice of another supplier with possible more favorable conditions for the educational institution.
At the stage of the preliminary investigation, Mashurov fully pleaded guilty. In addition, he assisted law enforcement officers. Therefore, the criminal case was considered by the court in a special order. In addition to the prison term, a fine of 2 million rubles was imposed on the man. At the same time, the court considered it possible not to impose an additional punishment on him in the form of deprivation of the right to hold certain positions or engage in certain activities.
Selchenkova was found guilty of a number of corruption crimes: she was sentenced to six years in prison with a general regime colony with a fine of 3 million rubles. She is also banned from holding government and local government positions for five years. The woman received a reprieve from real serving time, taking into account the presence of a dependent child in need of constant care.[2]
