Biography

Born February 27, 1982 in Perm.

With a medal, he graduated in June 1999 from Perm Gymnasium No. 17.

In September 1999 he entered and in 2004 graduated with honors from Perm State Technical University (now PNIPU) with a degree in Automated Information Management and Processing Systems. From 2004 to 2007 he studied at graduate school in the same specialty.

From 2004 to the present, he has been teaching first at PNIPU, and then at the Higher School of Economics of Perm.

He began his career in 2004 in the field of software development and the implementation of automation systems.

In May 2009, he headed the department, and in December 2011, the information technology department of the Perm Regional Compulsory Medical Insurance Fund.

2016.

Since September 2012, he joined the Perm Regional Multifunctional Center KGAU.

Since March 2013, by order of the Chairman of the Government of the Perm Territory, he was appointed Deputy Minister of Information Development and Communications of the Perm Territory.

In June 2016, he was appointed Minister of Information Development and Communications of the Perm Territory. He worked in this position until February 2017. Acting Minister Seleznev was replaced by Pavel Shevyrov, who previously oversaw electronic public services at the DIT of Moscow.
