Biography

Sergey was born on May 20, 1971 in Leningrad.

In February 2016, Tele2, an alternative mobile operator, announced that the board of directors of T2 RTK Holding LLC (Tele2 brand) had elected Sergei Emdin as CEO of Tele2.

Sergei Emdin main task as CEO is to continue strengthening the company's position as a universal, fully integrated operator aimed at aggressive growth in the data products segment.

2021

Leaving Tele2

In June 2021, Sergei Emdin left Tele2, where he served as general director.

Appointment as Head of Demetra-Holding Grain Company

On July 1, 2021, VTB announced the appointment of Sergei Emdin as the new CEO of its grain company Demetra-Holding. Vitaly Sergeychuk, who has held this position since 2019, became chairman of the company's board of directors.

According to the VTB press service, as head of Demeter Holding, Sergei Emdin will focus on the implementation of the strategy and development of the group's assets, improving operational efficiency, as well as completing the formation of the company's corporate circuit.

The ex-CEO of Tele2 will be responsible for strengthening Demetra-Holding's position in the grain market, expanding the company's presence in key regions and developing innovative digital product solutions. One of the key tasks facing the head of the company is to create an industry leader that contributes to the development of the agro-industrial complex and outstripping export growth.

By the beginning of July 2021, Demetra-Holding is the largest vertically integrated grain holding in Russia, combining assets in the field of transport export logistics and trading. 50.001% of the company belongs to VTB. The holding includes the largest Russian grain terminals - Novorossiysk Grain Terminal LLC (100%), Novorossiysk Bread Products Plant PJSC (35.36%), Zernovoy Terminal Complex Taman LLC (50%).[1]

2025: Appointment as CEO of Copernicus-Invest 3

In mid-September 2025, it became known that the former head of T2 Sergei Emdin was appointed to the post of general director of the holding structure of Copernicus-Invest 3 JSC, which owns VimpelCom (Beeline brand). In addition, he headed Copernicus-Invest JSC and Copernicus-Invest 2 JSC.

Previously, the head of all three organizations was Leonid Afendikov, senior director of the Alfa Group joint-stock office. The companies were registered in November 2022 on the eve of the sale of VimpelCom by the Veon telecom holding to Russian management, headed by the general director of the telecom operator Alexander Torbakhov. As part of this transaction, VimpelCom, according to its own estimates, acquired over 96% of all Veon group bonds in Russia (including over 99.6% of all Veon group bonds accounted for in the National Settlement Depository). The purchase was carried out through the company "Copernicus-Invest 3." The terms of the transaction do not imply the possibility of a buyback and record the final withdrawal of the company from the Veon group.

As noted by RBC, Emdin previously worked as a director in the management company of St. Petersburg Pulkovo airport. He performed the duties of the general director of the T2 in 2016-2021, after which he headed Demetra-Holding, where VTB's grain assets were concentrated.

As of mid-September 2025, the owners of legal entities Copernicus-Invest JSC, Copernicus-Invest 2 JSC and Copernicus-Invest 3 JSC were not disclosed. Previously, their owner was Torbakhov. However, in July 2025, information appeared that Torbakhov ceased to be the owner of a controlling stake in VimpelCom. At the same time, his share in the capital of Copernicus-Invest 3 was redistributed among other co-owners.[2]

2026: Appointment as CEO of Rosvodokanal

On January 12, 2026, Sergei Emdin was appointed to the post of general director of the Rosvodokanal group of companies. In this position, he replaced Anton Mikhalkov, who headed the company since 2015 and decided to leave the organization due to personal circumstances.

Emdin is noted to have extensive experience managing large infrastructure and telecommunications holdings. In particular, from 2016 to 2021, he served as general director of T2 (formerly Tele2), and in September 2025 he became the head of the holding structure of Copernicus-Invest 3 JSC, which owns VimpelCom (Beeline brand). Previously, he held the position of general director of EuroSibEnergo LLC and Air Gate of the Northern Capital LLC.

Sergei Emdin

As the head of Rosvodokanal, Emdin will concentrate on developing the direction of public-private partnership in the field of housing and communal services, implementing technological projects with large businesses and increasing the operational efficiency of the group. Rosvodokanal, according to its own data, at the beginning of 2026 occupies 34.5% of the water supply and sanitation market served by private operators. The group's enterprises provide clean water to 8.4 million residents in 14 cities of Russia. Since 2020, Rosvodokanal has been a strategic partner of the Russian State Development Corporation ВЭБ.РФ for the implementation of projects in the communal industry. Significant attention is paid to environmental protection: more than 6.65 billion rubles were allocated for these purposes in 2010-2024 .
