Biography

Till February, 2014 - the Chairman of the Committee on informatization of the Nenets Autonomous Okrug. After at the governor of the region Igor Fedorov the term of office expired, Victor Shamov left the post.

After change of the head of the region in addition to Victor Shamov the positions left also six deputies of the ex-governor and a number of heads of managements of administration of the regional government. After Shamov's dismissal Alexander Barachevsky was appointed the acting as the head of committee of informatization.

Development of cellular communication in the territory of the Nenets Autonomous Okrug was one of key projects, work on which was conducted under the leadership of Shamov as the Chairman of the Committee of informatization. Within this project implemented on the basis of public-private partnership in 2013 it was going to cover with cellular communication all localities of the district numbering more than 400 people.

After position assignment of VRIO of the governor, in March, 2014 Igor Koshin during the meeting with regional officials noted the problems with communication which are observed in many regional Village Councils, especially from mobile. Then he charged to committee on informatization to understand the created situation and to report in the shortest possible time.

In September, 2014 Igor Koshin announced [[Koshin Igor Viktorovich|]] VRIO of the governor of the Nenets Autonomous Okrug [[Koshin Igor Viktorovich|]] Victor Shamov's appointment the adviser to the governor. According to him, in this position Shamov will supervise development of communication in the Nenets Autonomous Okrug.

Soon after that, in November, 2014 Victor Shamov was appointed the Chairman of the Committee on informatization of the Nenets Autonomous Okrug again, reported regional media. In November, on commission session on economic policy and the budget of the district, Shamov submitted to regional parliamentarians the plan of implementation of the "Information Society of the Nenets Autonomous Okrug" state program for 2015-2017.

What position in committee will be held by the acting as its head Alexander Barachevsky, at the time of the message about Shamov's appointment it is not known.
