2024: Fine - 5 million rubles in the case of bribes
On February 29, 2024, the Meshchansky District Court Moscow announced the verdict to the former head of the department. information technology ENERGY INDUSTRY Ministry of Energy Roman Shcherbov was found guilty of committing crimes under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery). According to the Kommersant newspaper, earlier Shcherbov was detained in the case of extortion of a bribe in the amount of 40 million rubles (part 6 of article 290 of the Criminal Code of the Russian Federation). The court sentenced him to eight and a half years in prison and a fine of the amount of the bribe. However, subsequently, the appellate instance re-qualified the actions for fraud, reducing the sentence that Shcherbov served.
As part of the new trial, Shcherbov is a defendant in the investigation, the main accused of which is the former Deputy Minister of Power Anatoly Tikhonov. According to investigators, the official, with the help of his common-law wife and seven alleged accomplices, received two bribes in the amount of 77 million rubles and $580 thousand. In addition, as Kommersant notes, he is suspected of involvement in the theft of about 270 million rubles of budget funds.
Shcherbov in the case of mediation in bribery fully admitted his guilt and concluded a pre-trial agreement. He passes as one of the key witnesses in the trial against Tikhonov. According to investigators, the fraud was committed in 2014-2018 during the implementation of the state program "Energy Efficiency and Energy Development" for 2013-2015, which provides for financing measures for the development of GIS fuel and energy complex. The performer was the Federal State Budgetary Institution "Russian Energy Agency" (REA), the head of which at that time was Tikhonov.[1]
