2023: Initiation of a criminal case on the purchase of X-ray machines is more expensive than retail prices

In June 2023, the Investigative Department of the TFR in the Ivanovo Region announced the initiation of a criminal case on abuse of office by the contract manager of one of the hospitals and the manager of Meditech. They are accused of concluding contracts for the purchase of tent X-ray machines in medical institutions in the region at prices higher than retail ones.

We are talking about the contract manager of the City Clinical Hospital No. 7 Natalya Shukhto. On June 1, 2023, the court chose her a preventive measure in the form of a ban on certain actions.

In Ivanovo, a criminal case was initiated on the purchase of X-ray devices more expensive than retail prices

The antimonopoly case about a possible conspiracy of the Department of Health of the Ivanovo Region with Meditech LLC was initiated based on the materials of the FSB in December 2021. According to investigators, Shukhto played a coordinating role in the conspiracy: she negotiated with representatives of hospitals, Meditech and Olga Kustova, deputy director of the Department of Health.

The investigation established that in 2020, Shukhto reported to the employees of a number of other regional hospitals responsible for public procurement inaccurate information about the presence of the only possible supplier in the medical equipment market for the purchase of ward X-ray machines from him. Then her accomplice, the manager of Meditech LLC, sent commercial offers with inflated prices to medical institutions. As a result, contracts were concluded for the purchase of several tent X-ray machines in the amount of 21 million rubles, which in total exceeds the retail price by 4 million rubles.

It is noted that the beneficiary and director of Meditech is Alexander Metelev, a surgeon at the Ivanovo Regional Hospital.

The TFR in the Ivanovo region reported that investigators conducted searches at the place of residence of the defendants, as well as in the office of a commercial organization, during which the necessary documents and items were seized.^[1]
