Sergey Sitnikov

Biography and career

Was born  on January 18, 1963 in Kostroma. In  1986 graduated from the Kostroma state teacher training college as a teacher of history and social science, a methodologist of educational work. From 1986 to  1987 it underwent conscription service in the Soviet Army. Upon termination of service was engaged in the leading work in Komsomol, reported on the Rossvyazkomnadzor website. In  1989. Sitnikov was the Chief Editor of the Kostroma regional youth newspaper "Molodezhnaya Liniya", and since  1992 worked as the Chairman of the Committee for youth of Administration of the Kostroma region. In  1998 Sergey Sitnikov held a post of the head of the Kostroma state broadcasting company. From 2002 to  2004 worked as the chairman of the Kaliningrad State TV and Radio Broadcasting Company, the deputy CEO of Radio Baltika in St. Petersburg. From 2005 to  2007  — the director of the Kostroma branch VGTRK.

 On July 6, 2007 Sergey Sitnikov was appointed the deputy manager of Federal service on supervision of a compliance with law in the field of mass communications, communication and protection of cultural heritage. This department was created under the decree of the President of Russia Vladimir Putin of  March 12, 2007 as a result of abolition of Rosokhrankultura and the Federal Information Technologies Agency. The minister of information technologies and communication Leonid Reiman then said that "systematization of questions on issue of licenses for digital television broadcasting and broadcasting" will be a main objective of new body. Boris Boyarskov who was earlier directing Rosokhrankultura headed service.

In the spring  of 2008 of Rossvyazyokhrankultura, submitting directly to the government, it was transformed to the Rossvyazkomnadzor and it is reassigned the Ministry of Telecom and Mass Communications. On a post of the head of department there was Boyarskov, Sitnikov saved a post of his deputy. The decree of  December 3, 2008 the president Dmitry Medvedev reorganized the Rossvyazkomnadzor again. This time it was renamed into Federal service on supervision in the field of communication, information technologies and mass communication.

S. Sitnikov is the chairman of the Federal tender committee on TV and radio broadcasting, is a part of State commission on radio frequencies (SCRF), Government Commission on Radio and Television Broadcasting, Government Commission on Transport and Communications.

S. Sitnikov is a member of the Union of journalists of Russia.

From  December, 2008 to April, 2012 Sergey Sitnikov  is the head of Federal service on supervision in the field of communication, information technologies and mass communication.

2012: Governor of the Kostroma region

The President of Russia Dmitry Medvedev signed the decree in April, 2012 "About early termination of powers of the governor of the Kostroma region" Igor Slyunyaev. "In connection with the statement of the governor of the Kostroma region I. Slyunyaev for early termination of powers … I decide to accept resignation of the governor at own will", said in the decree.

The president appointed on April 13, 2012 Sergey Sitnikov the acting as the governor of the Kostroma region before taking office of the person given authority to the governor of the Kostroma region.

April 28, 2012. The Kostroma region duma gave to Sergey Konstantinovich authority of the management official, governor of the Kostroma region for a period of five years.

On May 15, 2015 Sergey Konstantinovich Sitnikov is appointed the acting as the governor of the Kostroma region.

On September 13, 2015 it is elected the governor of the Kostroma region.
