Education

Career

2004-2021

2024: Appointment as head of Rostov Medical University

In June 2024, Minister of Health Mikhail Murashko appointed Olesya Starzhinskaya, Vice-Rector for Strategic Development and Digital Transformation of Rostov State Medical University (RostGMU), as the new head of the university. She replaced Sergei Shlyk, who served as rector of RostGMU for 12 years.

2025: Appointment as Deputy Governor of Rostov Region

On October 20, 2025, Olesya Starzhinskaya, who previously held senior positions at Rostov State Medical University (RostGMU), was appointed deputy governor of the Rostov Region. The corresponding decree was signed by the head of the region Yuri Slyusar.

Starzhinskaya was born in the village of Ust-Donetsk, Rostov Region. Graduated from RostGMU, is a candidate of medical sciences. From 2003 to 2020, she worked in various positions in the field of health care. In particular, she headed the polyclinic of the Road Clinical Hospital at the Rostov-Glavny station and worked as an assistant in the Department of Surgical Diseases No. 3 of RostGMU. After that, until 2021, she acted as Assistant Minister of Health of the Russian Federation. In the period from 2021 to 2024, she served as Deputy Prime Minister of the Arkhangelsk Region.

Olesya Starzhinskaya

Starzhinskaya worked as vice-rector for strategic development and digital transformation of RostGMU, and also acted as rector. In October 2025, she left this position.
