Stavitsky Leonid Oskarovich is the Former first Deputy Minister of Construction, Housing and Utilities of the Russian Federation.

Biography

Date of birth: July 08, 1958. Birthplace: Moscow.

1982.

Completed training at the Moscow construction institute, gained the diploma in "Industrial, civil engineering".

1982-1997.

The first 3 years after institute worked in UNR AFU 69683 as the master. The next three years worked as Mosgorglavsnab deputy chief then was an employee of Byurobinstroy trust, having started the career at this enterprise from the engineer of the first category, having finished with accomplishment of duties of the chief engineer.

1997-2000.

Leonid Stavitsky for 1998 is a deputy manager, engaged in real estate administration, department which managed affairs of JSC United Export-import Bank. In the late nineties was the head Engineering company "Robin".

2000-2002.

In 2000 Leonid Oskarovich held a post of the First Deputy Minister of Construction of the Moscow region. The head of the region B. Gromov appointed it. Its fundamental obligations concerned:

• • monitorings of residential construction at the regional level
• • monitoring processes of construction of objects, socially important for area
• • coordination of activity of organizations of Gosekspertiza, Government Architecture and Construction Inspectorate
• • increases in quantity of constructions for the sports purposes by their construction
• • implementation of plans for laying of gas networks for needs of inhabitants

In 2002 Stavitsky Leonid held a post of the head of executive authority of the Moscow region of district value to Zvenigorod.

2003-2013.

Head of administration Zvenigorod.

Leonid Oskarovich 3 times in a row was elected by elections to this post:

• • in 2003 - 60% of voters he was supported
• • in 2007 - already 80 percent of voters made the decision to select from quality of the mayor of the acting mayor
• • in 2011 - a batch United Russia proposed the candidate of Leonid Oskarovich and this offer was actively supported by many residents of Zvenigorod.

One of the reasons of support of the population of the city – constantly conducted construction of housing, despite crisis and other factors.

2004.

Working as the mayor, completed training in the Russian state academy of public service under the President of the Russian Federation in the "Public and Municipal Administration" direction. Has category of the municipal adviser of 1 class.

For years of work as the head of the city administration Stavitsky Leonid Oskarovich achieved considerable results, having increased investment into development of the city into 3 tens times. More than 4 hundred thousands sq.m housing were constructed, several schools are repaired, many different objects among which such buildings, constructions as Zvezda Sports palace, School of the Olympic reserve, Academy of judo, the only Center in the country of L. Orlova and many another are built. Besides, works on upgrade of engineering networks of the city were carried out.

Stavitsky was the head of Federation of Handball of the Moscow region. In 2008 held a position of the vice president of the all-Russian Federation of Handball.

2013-2019.

Since December, 2013

The First Deputy Minister of Construction, Housing and Utilities of the Russian Federation. List of the directions of its work:

• • coordination of functioning of divisions of the ministry
• • monitoring of two departments
• • implementation of different projects which assume use of means of the All-Russian budget
• • monitoring of organizations of Gosekspertiza, organizations subordinated to the ministry
• • solution of the current and also emergency tasks
• The list of the last includes control of construction of urgent housing for inhabitants of victims of different accidents of the regions of the Russian Federation which occurred in:
• • 2014. This year in Siberia the local rivers flooded banks and became a cause of destruction of apartment houses owing to what many remained homeless. In 2014 there was one more trouble in Perm Krai where the collapse of soil caused significant damage to those who lived in regions of the tragedy
• • 2015 when residents of Khakassia appeared without roof over the head owing to large wildfires
• Leonid Stavitsky directs:
• • The interdepartmental commission created for the purpose of control of the performed works on construction of the Vostochny spaceport, major for the domestic space industry
• • Organizing committee which is engaged in preparation of actions for the celebration of anniversary of the capital of Buryatia

In addition to listed, Leonid Oskarovich takes active part in the different actions which are of importance for development of the construction domestic sphere and adjacent to it the industries. He speaks at different conferences, attends professional exhibitions, quite often participates in ceremonies of opening of actions.

In October, 2019 it is dismissed the first deputy minister of construction and housing and public utilities of the Russian Federation in connection with a job change^[1].

2019.

In November, 2019 it is appointed the CEO of JSC Tuva Power Industrial Corporation (JSC TEPK) belonging to Ruslan Baysarov^[2].

Awards, achievements:

To Leonid Oskarovich ranks of the Honored builder of the Russian Federation, the Honourable builder are awarded. The head and the Duma of the Moscow region noted his works by 14 awards. Three times he was awarded by the management of Russian Orthodox Church. For achievements in the field of physical culture Leonid Oskarovich has the medal "For a Contribution to Development of Physical Culture and Sport". Different departments of the Russian structure of the government also noted its work in different areas. Quantity of awards from departments - more than 30.

Hobbies and rest

Stavitsky Leonid is fond of fishing. Prefers to spend the days off which happen not so much owing to importance of work with family, leaving on the nature. Is interested in playing a guitar.
