Sukhorukov Alexander Petrovich is the former First Deputy Minister of Defence of the Russian Federation. Former head of Federal Defense Order Service. Former director of the department of control and check of accomplishment of decisions of the Government of the Russian Federation.

Biography

Was born on November 11, 1955 in Kasli of Chelyabinsk region, Russia.

Education

1977 - graduated from the Chelyabinsk highest tank command school.

1992 - graduated from the Higher school of the Ministry of security of F.E. Dzerzhinsky (The highest awards of the October revolution school KGB of the USSR Decorated with the Order of the Red Banner of F.E. Dzerzhinsky).

Military Service

1977 - 1996 -[1] served at officer positions in Armed Forces and bodies of state security[1].

Left in a stock in the lieutenant colonel's rank.

Career

Worked in the state security agencies in St. Petersburg.

1996 - 2000 - the deputy manager of the Northwest regional center of Federal service for currency and export exchange control (the head of SZRTs - Vladimir Kozhin).

2000 - 2004 - held a position of the head of Northwest regional government of currency exchange control of the Ministry of Finance of the Russian Federation.

2004 - For 2006 - worked as the deputy manager, and then and the head of Territorial Department of Federal Service for Financial and Budgetary Supervision.

2006 - For 2007 - worked as the chief of organizational and inspection Office of the Federal Tax Service.

2007 - it is appointed the adviser to the Minister of Defence of the Russian Federation, the chief of organizational and inspection management of the Russian Defense Ministry.

2007 - passed to work into the government - the assistant to the prime minister of the Russian Federation Victor Zubkov.

2007 - For 2008 - was the director of the department of control and check of accomplishment of decisions of the Government of the Russian Federation.

2008 - - worked with 2009 as the deputy director of Federal Defense Order Service (Rosoboronzakaz).

Since May, 2009 - the director of Rosoboronzakaz[2].

2011 - The decree of the President of the Russian Federation in September, 2011 it is appointed the First Deputy Minister of Defence of the Russian Federation[3].

Dmitry Medvedev charged to it to control accomplishment of state defense order personally.

At the end of 2011 the Russian Defense Ministry reported on the done work in a year. Alexander Sukhorukov reported on the progress and failures which happened for the specified period.

Sukhorukov said that since 2012 defense products will be bought by the Russian Defense Ministry according to the new scheme - the Defense Ministry obliged producers to put in the cost of finished goods profitability in 20 percent, and for the components which are purchased from subcontractors - no more than a percent. Besides, the most part of contracts of state defense order will be signed until the end of previous year, and payment under agreements will be made by advance payment for hundred percent.

According to Alexander Sukhorukov, so far the Russian Defense Ministry within state defense order for 2012 transferred to the enterprises about 60 billion rubles.

The Russian Defense Ministry till March 1, 2012 is entrusted to enter to the government new edition of regulations on military representations on defense industry enterprises taking into account the increased requirements imposed to military product quality. About it, Dmitry Rogozin said at a meeting with representatives of defense industry enterprises and labor unions of a defense industry. A main objective of new regulations on military representations is gain of control of quality of the made products.

On August 8, 2012 - held a press conference on questions of equipping of Russian Armed Forces modern samples VIVT within[4].

On October 11, 2012 - brought department of arms out of subordination of the first deputy minister Alexander Sukhorukov and transferred to the deputy minister Dmitry Chushkin.

On November 9, 2012 - it is dismissed.

Awards and titles

It is awarded with a medal of the Order "For Merit to the Fatherland" of the 2nd degree, some other medals, the Certificate of honor of the Government of the Russian Federation.

Valid state councilor of the Russian Federation of the 1st class (on October 12, 2010)[5].
