2020: Arrest in the case of embezzlement of funds from the MHIF
On October 19, 2020, the Central District Court of Barnaul ruled to arrest the founders of the Good Doctor clinic network in Barnaul on charges of embezzlement of funds from the Compulsory Health Insurance Fund (MHIF). The director of the network, Alexander Trofimov, his deputy, Alexei Kashirin, and the chief physician, Sergei Bogdanov, were detained.
According to Kommersant, the leadership of the Good Doctor organized a fraudulent scheme in which the company overestimated the amount of allegedly provided medical care and submitted fake documents to the territorial administration of the MHIF for payment.
In addition, at the expense of the MHIF, the medical institution reimbursed the costs of retraining, advanced training and training of personnel, renting equipment and premises that the clinic did not actually carry. For five years, they managed to steal 170 million rubles, which the Medical Insurance Fund transferred to the bank account of the medical center.
Investigators opened a criminal case under Part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group on an especially large scale). The sanction of this article provides for punishment in the form of imprisonment for up to ten years.
Investigators and FSB officers searched the suspects at home and at work. Evidence is being collected and consolidated to charge the defendants in the criminal case. By November 19, 2020, the investigation is ongoing.
Previously, the network has repeatedly collected funds from insurance companies. According to the file cabinet of arbitration cases, over the past two years, LLC KDC Dobry Doctor and LLC Dobry Doctor have collected at least 99 million rubles from insurance medical organizations for medical care provided in excess of the planned volume. Among the defendants are LLC Insurance Medical Company Reso-MED, JSC Insurance Group Spasskiye Vorota-M, LLC Capital Medical Insurance[1]
2023: Receiving a term for embezzlement of compulsory medical insurance funds
The Altai Regional Court sentenced the director of the Good Doctor clinic Alexander Trofimov to 4 years of suspended imprisonment, and the deputy head physician Dmitry Timoshevsky to 3 years 10 months of a similar punishment. Both were fined 500 thousand rubles. They were found guilty of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud, that is, theft of someone else's property by deception, committed using their official position, by a group of persons by prior conspiracy on an especially large scale), the press service of the Investigative Department of the TFR in the Altai Territory reported on May 22, 2023.
The investigation and the court found that in the period from January 2016 to November 2020, the director, chief physician and deputy chief physician of the Dobry Doctor private medical center in the city of Barnaul organized a fraudulent scheme to receive funds to pay for medical care provided within the framework of the territorial compulsory health insurance program. For this, documents containing untrue information regarding the volume and nature of medical services provided to patients were sent to the Territorial Compulsory Medical Insurance Fund of the Altai Territory and insurance medical organizations. Thus, the officials of the clinic fraudulently stole more than 100 million rubles received as payment under the compulsory medical insurance program.
The sentences were the end of a criminal case that has been going on since 2020. The first punishment was received by the chief physician of the "Good Doctor" Sergei Bogdanov - in 2022 he was sentenced to 3 years in prison conditionally with a probationary period of 2 years, with a fine of 200 thousand rubles. Later, the local prosecutor's office tried to unsuccessfully challenge this punishment.[2]
