Biography

Parviz Tukhtasunov was born in Dushanbe (Tajikistan) in 1985. Since 1992 lives in Moscow.

In 2008 graduated from the Moscow medical academy of I.M. Sechenov in "medical case".

The further biographic milestones of Tukhtasunov available in open sources differ. So, it agrees to the personnel reference of Rosreestr on Tukhtasunov published on the Pikabu portal ^[1], in 2006-2008 he worked the nurse in the intensive care unit. After that till 2016 it temporarily did not work.

In August, 2016 it was appointed the associate director of management personnel of Federal State Budgetary Institution Rosselkhozzemonitoring, it is specified in the same reference. This organization is the subordinated organization of the Ministry of Agriculture where Victoria Abramchenko worked at a post of the deputy minister.

In 2017 graduated from Open institute – the higher vocational school in "the public and municipal administration" and Plekhanov Russian Academy of Economics in the "corporate finances" direction.

2018: Director of Cadastral chamber of Rosreestr

In November, 2018 Parviz Tukhtasunov the order of the Ministry of Economic Development was appointed the director of Cadastral chamber of Rosreestr. The task of transformation of organization in one of the leading service companies on service of IT infrastructure in a public sector is set for it. Actually Tukhtasunov will be responsible for development of all public services of Rosreestr rendered in electronic form reports Rosreestr.

According to TAdviser, the Deputy Minister of Economic Development – the head of Rosreestr Victoria Abramchenko tried to advance Tukhtasunov to a position of the deputy manager in Rosreestr, but the candidacy was not approved.

According to department, in two years of work in Rosreestr Tukhtasunov managed to make a lot of things in the field of development of IT infrastructure.

This transformation will become the next stage of development of IT infrastructure of Rosreestr which happened over the previous two years with direct participation of Parviz Tukhtasunov. Under its management a number of projects of Rosreestr in the field of IT was successfully implemented, - it is said on the website of the department.

In particular, the 3D-the inventory project on three-dimensional representation of a real estate and also the project on development of service electronic service "Life situations" was started. The idea of service − to provide step-by-step instructions for receiving state services of Rosreestr depending on a specific life situation.

One more large-scale project − "Factory of electronic registration", started based on Management of Rosreestr across the Moscow region in June, 2017. Thanks to it the speed of registration of the rights in electronic form was reduced to 1-2 days, Rosreestr claims.

Within development of electronic registration of the rights under the leadership of Parviz Tukhtasunov the joint project of Rosreestr and Sberbank on providing service – submission of documents on registration of the rights at offices of bank or offices of builders was also implemented at registration of the real estate without visit of Rosreestr.

Besides, Tukhtasunov started the project on application of blockchain technology at registration of agreements of individual share in the Leningrad Region. Rosreestr within the joint project with ДОМ.РФ and Vnesheconombank registered in February, 2018 the first agreement of participation in shared-equity construction using blockchain technology.

2019: The instruction of the State Office of Public Prosecutor about illegal position assignment

In July, 2019. The State Office of Public Prosecutor took out representation to the Ministry of Economic Development: law enforcement authorities found out that appointed in November, 2018 the director of Federal cadastral chamber Parviz Tukhtasunov it was employed with violation of the law and had no corresponding qualification.
