Leonid Ukhlinov worked as the head of the Head Department of Information Technologies (HDIT) in the Federal Customs Service of Russia.

2009: Technical director of MGTS

Till June after 2009 Ukhlinov worked as the technical director of MGTS.

2010-2013: CEO Sirius

At the beginning of 2013 Sirius left the CEO's post.

In May, 2010 Leonid Ukhlinov, the CEO of the Sirius concern entering into the Rostekhnologii group, speaking at the "Upgrade and Innovations in a Public Sector" conference held by the CNews Conferences agency and Armada group said that its organization started creation of a repository of freeware programs.

2011 - 2012

In 2011 was an initiator of creation of the Technology platform "A national software platform". From same year is her coordinator, and since 2012 – the director of Autonomous nonprofit organization of assistance to development of the industry of software "A national software platform".

2013 - 2014: Vice president for development of Stins Coman

For September, 2014 Leonid Ukhlinov works as the vice president for development in Stins Coman company.

2015: Leonid Ukhlinov is a chief executive Informzashita

In February, 2015 Informzashita announced appointment in the management: – the chief executive of the company Leonid Ukhlinov is appointed the vice president. Pyotr Yefimov who became the CEO of Informzashita at the end of 2014 will continue to conduct strategic work whereas Mr. Ukhlinov is engaged in operational management.

The decision to enter new executive position was made at shareholder meeting where the further development strategy of the company for the next several years was discussed. According to Pyotr Yefimov, one of main goals of the company in the medium term is centralization of functions of operational management and also competent optimization of external and internal business processes. Commenting on taking office of Leonid Ukhlinov, Mr. Yefimov noted his experience in creation of a management system and the management of technical divisions in large government and commercial structures.
