Education

Elena Utyomova graduated from the Perm State Medical Institute (specialty "medical business") and clinical residency of the Kirov State Medical Institute (specialty "internal diseases").

Biography

1995-2008

In 1995-2008, she worked as an assistant in the Department of Therapy of the Institute of Postgraduate Education of the Kirov State Medical Academy (later became a university).

2008-2010

From 2008 to 2010, she worked as a clinical pharmacologist at the Kirov Regional Clinical Hospital.

In March 2010, she became the head of the logistics department in the Health Department of the Kirov Region, then the deputy head and head of the Health Department of the Kirov Region (Minister of Health of the Kirov Region), and then worked as Deputy Minister of Health of the Moscow Region.

2020: Appointment as Head of the Department of Health of the Vladimir Region

On September 21, 2020, Elena Utemova took office as head of the Department of Health of the Vladimir Region. The order on the corresponding appointment was signed by the governor of the region Vladimir Sipyagin.

The head physician of the Vladimir Specialized Orphanage Larisa Goryacheva, the deputy director of the Directorate of the National Medical Research Center for Rehabilitation and Balneology of the Ministry of Health of the Russian Federation Oleg Chernyakhovsky and the head physician of the Rodnikovskaya Central Regional Hospital of the Ivanovo Region Svetlana Moskvina also applied for the post of head of regional medicine. Back in early July 2020, it became known that the commission recommended to the governor the candidacy of Elena Utemova for the post of director of regional health care.

Former director of the department Alexei Mozalev left his post at the end of May 2020. He resigned of his own free will in connection with the transition to another job. Mozalev was appointed in Nizhny Novgorod - he took the post of Deputy Regional Minister of Health.[1]
