Biography

Born February 19, 1970 in the city of Kharkiv The Ukrainian SSR.

1990: Work in commercial and banking organizations

From 1990 to 1999 he worked in various positions in commercial and banking organizations of the Vladimir region.

1999: Entrepreneurship

From October 1999 to May 2012 he carried out entrepreneurial activities.

2001: Vladimir branch of RAGS

In 2001 he graduated from the Vladimir branch of the Russian Academy of Public Administration under the President of the Russian Federation (since 2010 - the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA)) with a degree in State and Municipal Administration.

2012

State Duma

In 2012-2013 was an assistant to the deputy of the State Duma of the Federal Assembly of the Russian Federation for work in the Vladimir region.

Vladimir regional branch of the Liberal Democratic Party

In December 2012, he headed the Vladimir regional branch of the Liberal Democratic Party. He led the activities of the territorial division of the party until April 2015.

2013: Legislative Assembly of Vladimir Region

In 2013, he first participated in the elections of the Governor and deputies of the regional parliament. According to the results of a successful election campaign, he became a deputy of the Legislative Assembly of the Vladimir Region of the sixth convocation, where he headed the LDPR faction.

From 2013 to 2018, he worked as chairman of the Legislative Assembly Committee on Agrarian Policy, Environmental Management and Ecology. He also served on the Legislative Assembly Committee on Industrial Policy, Investment, Innovation, Small and Medium Businesses and Strategic Planning.

September 9, 2018 was elected to the Legislative Assembly of the Vladimir Region of the VII convocation. Deputy powers were terminated ahead of schedule in connection with the election of the head of the Vladimir region.

2018: Governor of Vladimir Oblast

Also on September 9, 2018, he participated in the election of the Governor of the Vladimir Region from the Liberal Democratic Party. He was one of four candidates, received 31.19% according to the results of the vote. He entered the second round together with the current head of the region, the candidate from United Russia Svetlana Orlova, who gained 36.42%. In the second round of elections on September 23, 2018, he won, receiving the votes of 57.03% of voters.

He took office as Governor of the Vladimir Region on October 8, 2018.
